Full Job Description
The Chief Financial Officer defines the enterprise financial strategy of San Francisco Health Plan (SFHP) and ensures the organization's long-term financial viability across its Medi-Cal and Medicare lines of business. As SFHP's most senior finance executive, you will translate organizational vision into multi-year financial plans, capital strategies, and investment decisions, and shape the financial dimension of every major strategic choice the organization makes.

Please note that while SFHP supports a hybrid work environment, you are required to be onsite and in-office a minimum of 4 days per month. This is a hybrid position, based in our Downtown San Francisco office.

This position requires the incumbent to reside within the State of California and be able to report to our Downtown San Francisco office as required.

Salary: $345,000 to $390,000 annual

WHAT YOU WILL DO:
  • Define the multi-year financial strategy of the organization and align capital, reserves, and investment decisions with SFHP's strategy and mission.
  • Be the strategic partner to the Chief Executive Officer, executive team, and Governing Board on organizational direction, lines of business, growth opportunities, and enterprise risk.
  • Lead enterprise-wide financial transformation, including modernization of financial systems, automation of core processes, and maturation of forecasting and analytics capabilities.
  • Partner with executive and department leaders to embed financial insight into operational, clinical, and strategic decision-making, constructing business cases that balance clinical value and financial sustainability.
  • Lead the annual budget and business plan; present to the Governing Board and ensure disciplined monitoring, variance analysis, and corrective action throughout the year.
  • Represent SFHP with the Department of Health Care Services on capitation rate development; direct the analysis of proposed rates and lead advocacy to influence the state's rate-setting process.
  • Direct the development of provider capitation and fee-for-service rates across service categories and payment models.
  • Ensure adequate reserves for medical claims liabilities (IBNR) and compliance with Tangible Net Equity and other regulatory capital requirements.
  • Direct the preparation and presentation of accurate, timely financial statements and reports to the Finance Committee, Governing Board, and regulatory agencies in accordance with GAAP, GASB, and applicable state and federal requirements.
  • Establish and maintain enterprise internal controls, financial risk management frameworks, and audit readiness; direct the internal and external audit functions through timely completion of annual fiscal audits.
  • Oversee treasury and cash management, including cash flow projection, banking relationships, and administration of investment policies that maximize earnings on idle funds within appropriate risk parameters.
  • Secure and maintain adequate insurance coverage for SFHP services and property.Monitor healthcare expense trends against budget; communicate the Plan's financial performance and outlook to the Chief Executive Officer, Finance Committee, and Governing Board.
  • Be the principal finance lead for contract negotiations and complex service contracts in collaboration with senior staff.
  • Develop a team of finance leaders; build organizational depth, succession strength, and a culture of accountability, partnership, and continuous improvement..
  • Establish financial policies and decision frameworks that ensure sound financial choices at every level of the organization.

WHAT YOU WILL BRING:
  • Bachelor's degree in Finance, Accounting or a related field required; Master's degree (MBA, MS, or equivalent) preferred.
  • Active Certified Public Accountant (CPA) license preferred.
  • Minimum of ten (10) years of progressive finance leadership experience, including at least five (5) years in healthcare finance within a managed care or health plan environment; or equivalent combination of education and experience.
  • Demonstrated executive-level experience building and leading high-performing finance and analytics teams.
  • Demonstrated experience leading financial or organizational transformation, including systems modernization and process redesign.
  • Working knowledge of Medi-Cal, California managed care, and state and federal regulatory requirements required.
