Full Job Description
The Air Force Civilian Service (AFCS) is looking for a Chief, Facilities Sustainment, Restoration, and Modernization (FSRM) Strategic Execution Branch (NH-0801-04) to work at AFCEC at JBSA-Kelly, TX.

Member will serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees to FSRM Strategic Execution Branch (CFSC), Strategic Design and Construction Division (CFS), Facility Engineering Directorate (CF), Air Force Civil Engineer Center. Member provides secure and survivable infrastructure to support strategic deterrence, space operations and cyberspace operations for our national defense) funded through the Operations and Maintenance (OM) or Military Construction (MILCON) appropriations. Manages program requirements, objectives, and metrics. Resolves conflicts among schedule, funding, resources, and results. Manages over $2B in projects at any given time.

Salary: $127,624 - $195,157

Travel: Up to 25% travel

Work Environment: No remote or telework

Qualifications & Requirements:

US citizenship is required.

This position has been designated as an acquisition position and is covered by the Acquisition Professional Development Program (APDP), so acquisition training/certification will be required for completion within specified APDP guidance specified timelines.

The employee must meet, or be capable of meeting, Defense Acquisition Work Improvement Act (DAWIA) requirements applicable to the duties of the position.

Employee is expected to meet Continuing Acquisition Education requirements.

Registration as a professional engineer is highly desirable.

Professional Project Management Certification is preferred.

A Master's Degree or higher in engineering, business administration/management, or public administration from an accredited university is highly desirable.

Completion of Intermediate Developmental Education is highly desirable.

Must be able to obtain and maintain a Top-Secret security clearance.

Professional knowledge of engineering principles, practices, procedures, laws, regulations and current legislative issues pertaining to project/program management, execution, training and advisory services in engineering and construction, acquisition, environment and contract management.

Knowledge of safety and security regulations, practices and procedures.

Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.

Ability to communicate effectively, both orally and in writing, including ability to formulate and disseminate staff packages and criteria, develop and conduct briefings, and present issues and recommendations relative to assigned program.

Skill in analyzing, planning, and adjusting work operations of organizational segments to meet program requirements and objectives within available resources; researching, analyzing, interpreting, and applying rules, regulations, and procedures in a variety of situations; developing conclusions and recommending solutions based on justifiable facts and evidence.

Knowledge of AF engineering and planning programs; sound programming business practices; AFCEC/CF responsibilities; performance and process improvement principles; and federal Planning, Programming, and Budgetary System (PPBS) as relates to assigned program.

Knowledge of non-traditional acquisition authorities (e.g., other transactional authorities) and alternate delivery methods (e.g., progressive design build) is preferred.
