Are you a proven leader passionate about behavioral health and hospital operations? Eastern Louisiana Mental Health System (ELMHS) is seeking a qualified and experienced Behavioral Hospital Administrator 3 to oversee the operational and administrative functions of a behavioral health hospital unit. This role involves managing clinical and support staff, ensuring regulatory compliance, and delivering safe, effective, and patient-centered care.
Minimum Qualifications

Two years of the required experience for the following minimum qualifications must have been in the management of a health, behavioral health, or social service program:

Eight years of experience in hospital administration, health services administration, social services, or administrative services; OR

Six years of full-time work experience in any field plus five years of experience in hospital administration, health services administration, social services, or administrative services; OR

A bachelor's degree plus five years of experience in hospital administration, health services administration, social services, or administrative services; OR

An advanced degree in hospital, public health, or health services administration; social work, business or public administration, or a health services field plus four years of experience in hospital administration, health services administration, social services, or administrative services.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
Job Duties:

In this role, you will:
  • Serve as the system's Administrator (Chief Executive Officer) and be responsible for the delivery of all clinical and administrative functions of the psychiatric healthcare divisions.
  • Direct and control all hospital functions, activities and operations for the State's largest and most complex psychiatric hospital system.
  • Direct the management of complex hospital functions such as clinical psychological services, nursing, social services, finance and administration, building operations, support services, and diagnostic support services, through hospital administrative staff.
  • Direct the preparation, maintenance, and confidentiality restrictions of all hospital and medical records as required by law and acceptable practice.
  • Plan, direct and coordinate short and long-range planning.
  • Assure the establishment of the hospital's annual goals, objectives and priorities, assign and monitor complex studies and analyses, monitor outcomes, initiate corrective actions/measures as appropriate, and participate in the Strategic Planning for the Office of Behavioral Health.
  • Ensure that the hospital and related community services comply with all TJC, CMS, State License and Health and Fire Department regulations and standards.
  • Develop, implement, and monitor the approximately $228 million dollar operating budget for ELMHS and a comprehensive capital outlay budget; assuring that a system of accounting, performance indicators, outcome measures and reporting parallels the hospitals and OBH Operational Plans.
  • Serve as ELMHS representative to external agencies and authorities such as the Joint Commission (formerly J.C.A.H.O), Center for Medicare/Medicaid Services (C.M.S.), Louisiana Department of State Civil Service, Division of Administration, EEOC, Civil Rights, Contract Compliance, State Purchasing, various other licensing agencies, various other local, state and Federal political and regulatory boards and commissions, the Governor's Office, and the State Legislature.
  • Participate in and coordinate activities with community groups, agencies, and health organizations; maintain open lines of communication with OBH and LDH Program Offices and Bureaus, other Departments, community representatives and systems, School Board, City and Parish Council Members, sister agencies, institutions of higher education, law enforcement agencies, professional organizations, advocacy groups and local legislators.
  • Serve as the Chair of the hospital's System Executive Board and Executive Management Meetings; serve on state and local steering committees; Management and Administrative Management Teams; participate in quarterly OBH meetings; participate in various state and area committees and project teams; attend applicable meetings; perform special projects and other tasks as directed by the Deputy Assistant Secretary 3

Compensation: This position is eligible for On-Call Premium Pays (Per Hour Physically Worked): $2.15 for weekdays and $2.25 for weekends.
