Job Description

The Chief Engineer is responsible for the overall management, operation, maintenance, and reliability of facility infrastructure, building systems, and central plant operations. This position provides technical leadership and direct supervision of engineering, maintenance, and operations personnel while ensuring safe, efficient, and compliant operation of all facility systems. The Chief Engineer serves as the senior technical authority for the facility and is responsible for maintaining mission-critical building operations, supporting customer requirements, and ensuring optimal performance of all physical plant assets.

Key Duties and Responsibilities
  • Manage the operation, maintenance, and repair of facility mechanical, electrical, plumbing, HVAC, and utility systems.
  • Oversee central utility plant and power plant operations to ensure continuous and reliable service.
  • Develop and implement preventive, predictive, and corrective maintenance programs.
  • Monitor system performance and recommend operational improvements to increase efficiency, reliability, and sustainability.
  • Ensure compliance with federal, state, local, and organizational safety, environmental, and operational standards.
  • Lead troubleshooting and resolution efforts for complex facility and infrastructure issues.
  • Coordinate facility outages, equipment shutdowns, system testing, and commissioning activities.
  • Manage maintenance schedules, work orders, staffing assignments, and resource allocation.
  • Prepare and maintain engineering reports, operating procedures, maintenance records, and regulatory documentation.
  • Support budgeting, forecasting, and procurement activities related to facility operations and maintenance.
  • Provide technical guidance and professional development for engineering and maintenance staff.
  • Participate in inspections, audits, and assessments and ensure timely correction of identified deficiencies.
  • Serve as the primary technical advisor to facility management regarding infrastructure planning, capital improvements, and operational risk management.
  • Support emergency response activities and provide leadership during utility disruptions, equipment failures, and other critical incidents.

Minimum Qualifications
  • US Citizen
  • Secret Clearance Required
  • Bachelor's Degree in a relevant Facility Management discipline
  • Minimum of five (5) years of supervisory experience in physical plant operations, building engineering, facilities maintenance, or power plant operations for large commercial, industrial, institutional, or government facilities.
  • Demonstrated experience managing building systems, utility infrastructure, and maintenance operations in large-scale facilities.

Preferred Qualifications
  • Extensive knowledge of building systems, central utility plants, power generation equipment, HVAC systems, electrical distribution systems, and industrial maintenance practices.
  • Strong leadership and team management skills.
  • Ability to analyze complex operational issues and implement effective solutions.
  • Knowledge of safety regulations, building codes, and industry best practices.
  • Excellent communication and customer service skills.
  • Proficiency in computerized maintenance management systems (CMMS) and facility management software.
  • Ability to prioritize multiple projects and respond effectively in a fast-paced operational environment.

Required Certifications
  • 3rd Class Steam Engineer License, must obtain 1st class license within 2 years of hire.
