Summary

This position is located with Bonneville Power Administration, in the Office of the Chief Technology Officer (JZ), Chief Information Office (J).

A successful candidate in the Chief Data Officer position will serve as the Chief Data Officer (CDO), the principal leader and advisor accountable to executive management for all data-related matters, responsible for establishing and executing a comprehensive, enterprise-wide data strategy.

As a Chief Data Officer, you will:

  • Provide principal strategic leadership and expert guidance to executive management in BPA and DOE and the Chief Technology Office on all data-related matters.
  • Guide the development of secure data pipelines and robust datasets, regularly evaluating proposals for new data solutions, and driving innovation through cross-functional teams to mature advanced data analytics and AI capabilities through architectural methods.
  • Provide crucial data-centric expertise and guidance to Artificial Intelligence (AI) governance and delivery programs, ensuring AI initiatives and advanced analytics are rigorously built on high-quality, accessible, and well-governed data.
  • Exercise a high degree of independence and professional expertise to ensure the organization's data assets are managed effectively and in compliance with federal mandates like the Evidence-Based Policymaking Act.
  • Develop data governance policies, provide oversight for the enterprise data architecture, enable BPA's data science community to leverage data to enhance bottom-line results across the enterprise.
  • Lead the strategic interpretation and implementation of federal data mandates (e.g., Evidence-Based Policymaking Act, Federal Data Strategy, OMB guidelines, and DOE directives concerning data and AI), establishing robust data governance structures and risk management and reporting practices

  • Positions located in Information Technology are required to be 24/7 on call.


Qualifications

BASIC REQUIREMENT:

You must have IT-related experience demonstrating each of the four (4) competencies listed below. The experience must be IT related and may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification) as appropriate.

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.


To meet this requirement you must demonstrate proficiency in each of the four competencies listed above as follows:

GS-15: Expert - You are known as an expert in this area. You can provide guidance, troubleshoot and answer questions related to this area of expertise and the IT field where each of the competencies are used. Focus is strategic; You have demonstrated consistent excellence in applying these competencies across multiple projects and/or organizations; You are considered the "go to" person in this area within your company and/or outside entities; You create new applications for and/or lead the development of reference and resource materials for these competencies; You are able to diagram or explain the relevant process elements and issues in relation to organizational issues and trends in sufficient detail during discussions and presentations, to foster a greater understanding among internal and external colleagues and constituents.

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level [GS-14] in the Federal service. Specialized experience for this position is defined as: 1) developing and managing enterprise-wide vision for data including data architecture roadmaps, supporting standards for data integration, and data repositories (such as data lakes, warehouses, or marts) to align organizational technology infrastructure with strategic business objectives; 2) interpreting and implementing federal data mandates and policies (e.g., the Evidence-Based Policymaking Act, Federal Data Strategy, OMB guidelines, or NERC/FERC standards) to establish organizational data governance structures, risk management frameworks, and compliance reporting practices; 3) setting and enforcing enterprise-wide standards for data repositories, data sources, and data pipelines using technical acumen in data architecture, data quality management, and advanced analytics/AI integration; AND 4) representing the organization in departmental or interagency forums to negotiate, build consensus, and resolve complex or controversial data management, policy and design/implementation issues among diverse stakeholder groups as the principal leader and advisor accountable for all data-related matters.

"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
