Summary

You will serve as a MANAGER (CHIEF CONTRACTING OFFICER/DEPARTMENT HEAD) in the CONTRACTS DEPARTMENT of NAVUNSEAWARCENDIV KEYPORT WA.

Duties

  • You will oversee acquisition functions for Naval Undersea Warfare Center (NUWC) Division Keyport by managing, performing, and developing policies and procedures for the procurement of supplies and services to meet Division requirements.
  • You will plan, evaluate offers, select offers, negotiate, award contracts and administer and terminate contracts.
  • You will exercise contractual responsibilities via a warrant, holding unlimited contract warrant authority.
  • You will serve as the primary contractual advisor for NUWC Division Keyport, oversee all acquisition and procurement functions, oversee the administration of orders and contracts, and interpret and implement all federal regulations and policies.
  • You will plan, manage, analyze, coordinate, train and perform administrative functions related to NUWC Division Keyport's Contracts Department.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.


Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrateat least one year of specialized experience equivalent to the NT-05 pay band (GS-13/14 grade level equivalency) in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: As a professional contracting specialist executing, managing, and directing contracts and the simplified acquisition process, overseeing acquisition functions, and developing policies and procedures for the procurement of supplies and services.

Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement
