Full Job Description
Leads the second line Compliance function for Personal & Business Banking and Commercial Banking in Canada. Accountable for the design, oversight and effectiveness of Compliance programs to ensure alignment with the Enterprise Compliance Program and applicable Canadian regulatory requirements. Serves as a trusted advisor to senior business leaders, providing independent challenge while enabling responsible growth and strong risk management discipline across the Canadian platform.
- Leads the development, implementation and ongoing enhancement of Compliance programs across P&BB and Commercial Banking in Canada.
- Provides independent oversight and effective challenge of regulatory compliance risk, ensuring alignment to Enterprise Compliance standards.
- Acts as the primary interface with Canadian regulators; leads regulatory examinations, inquiries and ongoing supervisory engagement.
- Advises and influences senior leadership on regulatory risk implications tied to strategic initiatives, business decisions and new products/services.
- Oversees risk assessments, monitoring, testing and surveillance frameworks to ensure controls are designed and operating effectively.
- Ensures timely identification, escalation and resolution of compliance issues, including oversight of remediation and root cause analysis.
- Drives alignment and consistency across compliance programs; identifies opportunities to simplify, standardize and strengthen controls.
- Leads strategic initiatives to enhance compliance effectiveness, including transformation, centralization and process optimization.
- Oversees reporting to senior management and governance committees on compliance risk exposure, issues and program effectiveness.
- Builds and maintains strong relationships with senior business leaders, regulators and key internal stakeholders.
- Leads, develops and retains a high-performing Compliance team; builds leadership depth and succession pipelines.
- Promotes a strong risk culture and tone from the top, reinforcing accountability, effective challenge and adherence to BMO values.
- Within the mandate of this role, promotes and supports the Bank’s risk culture including ensuring employees understand their accountabilities for risk-taking activities, promoting an environment of open communication and effective challenge, and establishing the “tone from the top” through leading by example.

**Qualifications:**
- Undergraduate degree required; advanced degree (e.g., JD/LLB, MBA) considered an asset.
- Extensive experience (typically 12+ years) in Compliance, Risk or related functions within financial services, including senior leadership accountability.
- Deep knowledge of Canadian banking regulations across retail and commercial banking.
- Proven ability to engage effectively with regulators and senior executives.
- Demonstrated leadership capability in building and leading high-performing teams at scale.
- Strong strategic thinking, judgment and decision-making skills.
- Exceptional communication, influence and relationship management capabilities.
- Demonstrated ability to lead change and drive transformation initiatives across complex organizations.
**Please note the base salary range for this role will be $200,000 to $225,000 CAD**

Salaries will vary based on factors such as location, skills, experience, education, and qualifications for the role, and may include a commission structure. Salaries for part-time roles will be pro-rated based on number of hours regularly worked. For commission roles, the salary listed above represents BMO Financial Group’s expected target for the first year in this position.
