Position Summary

The Registry of Motor Vehicles administers a variety of licensing credentialing, vehicle registration credentialing and public safety-related functions and services.

The Chief Compliance Officer (CCO) is responsible for ensuring that RMV Business Units, and RMV programs are compliant with applicable laws and regulations. The CCO establishes standards and implements procedures to effectively and efficiently identify, prevent, detect, and correct noncompliance within the RMV.

The CCO is responsible for providing the Registrar and other senior MassDOT leadership updates related to RMV policies and procedures, dissemination and training of those policies and procedures to all RMV employees, and assurance that the organization is compliant with all relevant laws and regulatory requirements.

The CCO is responsible for reviewing allegations of misconduct by RMV employees, business partners and customers to identify and gather information on violations of RMV policies, procedures or state or federal law. The CCO is responsible for compiling serious allegations and notifying the Massachusetts State Police's Fraud Identification Unit of potential criminal activity for further investigation, when applicable.

Duties and Responsibilities

Developing a compliance strategy and plan:

• Defining the necessary levels of knowledge on existing and emerging regulatory compliance requirements across and throughout the RMV.
• Developing and periodically revising a compliance work plan that reflects the RMV's unique characteristics, as well as its responsibilities to public safety and public confidence. This plan should include the development of processes, as well as a culture of compliance.
• Identify and mitigate agency risks by completing an enterprise-wide risk assessment, manage risk ranking and prioritization, and drive adoption of effective mitigating strategies, controls and protocols.
• Identify and respond effectively to emerging new compliance risks. Periodically revising the compliance plan in light of internal (organizational) or external (legal or regulatory) changes.

Oversight and Implementation:

• Oversight and monitoring of the implementation of the compliance program.
• Providing strategic direction to the management team on compliance.
• Preparing and presenting clear and concise compliance reports for senior leadership and the MassDOT Board of Directors.
• Coordinating internal compliance reviews, risk assessments and monitoring activities, including periodic reviews of all RMV departments. Oversees RMV quality control function and reports on findings to relevant senior RMV and MassDOT leadership, MassDOT Board of Directors, etc.
• Communicating integrity and values to ensure that adherence to compliance-related policies becomes culturally ingrained throughout the RMV.
• Assessing and raising awareness of risks, including those risks that could call the RMV's integrity into question.
• Coordinate and oversee the RMV's response to external audits and inquiries related to matters of compliance, in coordination with applicable RMV business units, RMV leadership and MassDOT Legal.

Investigation and Crisis Management:

• Conduct investigations (both independently and in coordination with other MassDOT investigative and legal units) on matters related to RMV compliance.
• Develop plans to manage compliance-related crises and violations, including appropriate incident reporting channels.
• Coordinate and oversee the RMV's response to external audits and inquiries related to matters of compliance, in coordination with applicable RMV business units, RMV leadership and MassDOT Legal.
• Operating in a dynamic legal, regulatory, and economic environment that can be characterized by complex and sometimes conflicting rules and regulations.
• Ensuring involvement in both day-to-day issues, but also strategic decisions facing the RMV.
• Effectively assessing performance of the compliance function and the RMV as a whole in relation to compliance.
• Managing compliance throughout a complex and multi-faceted organization with a wide range of functions and regulatory obligations.

Pre-Hire Process

A finalist for this position must be able to pass a comprehensive background check including a criminal record check, Department of Revenue (DOR) check, and employment references.

Applicants must have at least (A) seven (7) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least three (3) years must have been in a managerial capacity.
