Full Job Description
Summary

This position is part of the Chemical Safety and Hazard Investigation Board, Office of Recommendations. The incumbent will be responsible for developing recommendations as a member of the investigative teams, tracking the implementation of recommendations, and planning and executing advocacy and outreach related to CSB recommendations, the Drivers of Critical Chemical Safety Change list, and other Agency advocacy priorities.

Duties

Help

  • Develops safety recommendations. Participates in team meetings and provides input related to the development of safety recommendations based upon an investigation's facts, conditions, circumstances, causal factors, and conclusions.
  • Communicates and works with other Agency offices to monitor the implementation of Agency recommendations and to evaluate and report on their effectiveness in improving chemical safety.
  • Participates in the proposing and development of advocacy campaigns and products to further the adoption of recommendations, the Drivers of Critical Chemical Safety Change List, and other Agency advocacy priorities.
  • Identifies, maintains, and communicates awareness of trends and developments in chemical safety and identifies existing and emerging issues and concerns.

At the GS-12 level, you must meet the following qualifications:

One year of specialized experience equivalent to at least the GS-11 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position is: (1) Reviewing regulatory environment surrounding chemical safety and environmental policy including various constituencies with interests in chemical incident prevention. (2) Working with supervision to execute all technical, scientific, and procedural aspects of the office programs and is expected to keep supervisor informed of progress of projects and any controversial issues. (3) Participating in investigation report review including developing innovative recommendations that are submitted to executive leadership for final approval.

At the GS-13 level, you must meet the following qualifications:

One year of specialized experience equivalent to at least the GS-12 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position is: (1) Monitoring upcoming changes to the regulatory environment surrounding chemical safety and environmental policy including various constituencies with interests in chemical accident prevention. (2) Participating in the processes for establishing voluntary industry guidelines and mandatory government standards for chemical safety and environmental policy. (3) Working independently to execute all technical, scientific, and procedural aspects of office programs and keeps supervisor informed of progress of projects and any controversial issues. (4) Participating in investigation report review and strong contributor in developing innovative recommendations that are submitted to executive leadership for final approval.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

Education

There is no substitution of education for experience at the GS-12 or GS-13 level.
