Full Job Description
Position Summary:Analytic Services, Inc. (ANSER) is seeking a Chemical and Biological Defense Program Acquisition Analyst to work in support of the Office of the Deputy Assistant Secretary of War for Chemical, Biological, Radiological, and Nuclear Defense (ODASW(CBRND)) performing oversight of the Chemical and Biological Defense Program (CBDP). In this key role, you will provide subject matter expertise, advice, and recommendations to assist the ODASW(CBRND) in assessing and supporting the whole-of the CBDP.

This position supports a hybrid schedule with 3-4 days per week worked onsite at the Mark Center in Alexandria, VA and 1-2 days per week remotely.

Day to Day Responsibilities:
  • Provide senior-level support to the ODASW(CBRND) in the oversight of the CBDP's medical and physical research, development, and acquisition programs.
  • Ensure all programs have viable acquisition strategies, are on track, and are utilizing appropriate metrics.
  • Ensure CBDP acquisition strategies are aligned to DoW CBDP requirements and strategies.
  • Oversee the development of acquisition plans for CBDP efforts and monitor progress against the plans.
  • Coordinate and integrate CBDP acquisition efforts within the DoW and with interagency partners.
  • Develop CBDP acquisition-related products, including briefings, talking points, situational awareness notes, and read-aheads, in support of the ODASW(CBRND).

Required Qualifications:
  • Possess an active TS/SCI security clearance.
  • Bachelor's degree in project management, acquisition management, or another related discipline.
  • 10+ years of relevant work experience related to project/program management and full life-cycle acquisition management.
  • Strong acquisition experience and an understanding of DoW acquisition decision-making processes.
  • Strong understanding of the DoD Planning, Programming Budgeting and Execution Process, budgetary principles, and their associated operational impact.
  • Program Management Practitioner certification through the Defense Acquisition Workforce Improvement Act (DAWIA) "Back to Basics" certification framework.
  • Experience working with, briefing, and engaging General Officer/Flag Officer/SES-level personnel.
  • Ability to lead disparate teams and build coalitions within a community of interest.
  • Ability to travel to meetings in the National Capitol Region and occasional CONUS travel.

Preferred Qualifications:
  • Chemical and/or biological defense work experience.
  • DAWIA Program Management Advanced certification.
  • Project Management Professional (PMP) certification.
