What You Will Do:

The Change Management and Communications Analyst will provide a federal agency’s Chief Information Officer (CIO) organization Global Customer Liaison expertise to support mission‑critical, Top Secret enterprise technology initiatives. This role connects highly technical IT and cybersecurity teams with executive‑level decision makers and broader mission stakeholders. The ideal candidate excels at translating complex technical work into clear, actionable insights; strengthening customer relationships; and supporting enterprise‑level strategy, planning, and operational integration.

You will serve as a trusted advisor to senior leaders and a primary engagement point for a diverse customer base across domestic and international mission elements. This includes partnering with engineers, cyber specialists, intelligence consumers, and program managers to ensure technology solutions, service updates, and enterprise initiatives are communicated clearly, aligned with strategic objectives, and adopted effectively across the organization.

  • Serve as the central liaison between senior mission customers and the agency’s CIO organization, ensuring seamless information flow, clear expectations, and proactive issue resolution.

  • Translate highly technical IT and cybersecurity concepts into executive‑ready narratives, briefings, and decision materials suitable for intelligence, operational, and policy audiences.

  • Conduct customer engagement across multiple levels (end users, system owners, cyber teams, program offices, and senior intelligence consumers) to understand requirements, identify gaps, and support adoption of enterprise capabilities.

  • Develop, coordinate, and deliver high‑quality communication products, including executive updates, strategic messaging, operational status reports, talking points, and mission impact summaries.

  • Support enterprise technology roadmap activities, helping technical teams shape messaging, align efforts with broader organizational priorities, and prepare materials for senior governance forums.

  • Facilitate cross‑functional discussions to ensure mission needs are fully integrated into enterprise IT planning, modernization activities, and service delivery improvements.

  • Partner with cybersecurity and infrastructure teams to communicate best practices, policy changes, service enhancements, and incident‑related information to the appropriate audiences.

  • Help mature customer engagement processes, metrics, and reporting cadences by applying leading practices from high‑performing technology companies (e.g., customer‑success frameworks, service‑health models, user‑driven insights).

  • Support strategic initiatives including enterprise transformation efforts, organizational change activities, service adoption campaigns, and customer experience enhancements.

  • Prepare and deliver briefings to senior executives, mission leadership, and cross‑agency partners.


What You Will Need:

  • An ACTIVE and MAINTAINED "TOP SECRET" Federal or DoD securityclearance

  • Bachelor's degree

  • FIVE (5) years of relevant professional experience in communications, change management, customer engagement, IT program support, executive communication, technical liaison work, or mission‑focused consulting.

  • Ability to work at client site in Washington, DC 4 days/week.

What Would Be Nice To Have:

  • Familiarity with Intelligence Community or national security enterprise IT environments.

  • Experience working with technical teams delivering cloud, cybersecurity, infrastructure, data services, or enterprise platforms.

  • Strong written and verbal communication skills, including experience preparing executive‑level materials such as briefings, status updates, high‑visibility narratives, and customer‑facing content.

  • Excellent organizational, analytical, and problem‑solving skills; ability to manage multiple priorities in fast‑paced, classified environments.

  • Proven ability to work across both technical and non‑technical communities, translating complex technical details into understandable, mission‑driven insights.

  • Demonstrated experience supporting IT, cybersecurity, enterprise services, or technical program environments within the federal government or other large, matrixed organizations.

  • Experience engaging with senior leaders and building trusted relationships across diverse stakeholder groups.

  • Certifications such as:

    • ITIL Foundation

    • Prosci, CCMP, or equivalent change management certification

    • PMP, CAPM, or Agile/Scrum certification

    • CompTIA Security+ (or higher) for working with cybersecurity teams

    • Experience developing customer‑experience metrics, service adoption strategies, or user‑centered content.

    • Bachelors degree in communications, international affairs, cybersecurity, IT management, public policy, business administration, or a related field.

The annual salary range for this position is $98,000.00-$163,000.00. Compensation decisions depend on a wide range of factors, including but not limited to skill sets, experience and training, security clearances, licensure and certifications, and other business and organizational needs.
