JOB SUMMARY
PACT is seeking an experienced Central Logistics Hub (CLH) Manager to drive and oversee the operation of the CLH: a centralized construction logistics, security, access-control, fleet, technology, training, and administrative center supporting multiple construction sub-programs.
The CLH Manager will ensure seamless and efficient CLH operation through managing safety, security, personnel, fleet, deliveries, security systems, facilities, and operational information across the PACT program.
RESPONSIBILITIES
• Manage the daily operation, staffing, and performance of the Central Logistics Hub.
• Manage the coordination of security, access control, badging, visitor management, and CCTV operations.
• Oversee the control room and monitoring of access, security, logistics, and operational systems.
• Manage the coordination of delivery scheduling, material receiving, inventory, staging, and material tracking.
• Manage fleet, parking, and shuttle transportation.
• Manage the administration of workforce badging and groundside/airside access.
• Manage CLH security, facility maintenance, emergency equipment, and service providers.
• Support emergency preparedness, incident response, and operational continuity.
• Coordinate with various stakeholders such as the broader PACT team, LIFT/GTAA, subcontractors, suppliers, and regulatory authorities.
• Develop and maintain CLH procedures, checklists, records, reports, and performance dashboards.
• Monitor operational risks, system outages, deficiencies, and corrective actions.
• Identify opportunities to improve program-wide coordination, efficiency, security, and digital integration.
• Support with other duties as needed.
WORKING CONDITIONS
The position will be based at our Airport site. This position is 5 days per week. Your regular work schedule will generally be Monday to Friday during operational hours. Flexibility to work nights and weekends, as required by the construction schedule, is expected. Any schedule changes or on-call requirements will be managed in accordance with applicable employment standards legislation. It is mandatory for all employees to complete a Criminal Background check and successfully attain a Restricted Access Identity Card (RAIC) upon joining the company.
DESIRED SKILLS, KNOWLEDGE, COMPETENCIES
• Diploma or degree in Construction Management, Civil Engineering, Operations, or Logistics.
• PMP, logistics, supply-chain, restricted access security, or emergency-management certification is an asset.
• Minimum 7-10 years of relevant experience in logistics, operations, and security for construction projects.
• Experience managing a logistics hub, control center, construction compound, airport facility, security control center, or multi-functional operational facility.
• Experience coordinating delivery scheduling, material movement, inventory, vehicle operations, and workforce transportation.
• Experience with access-control systems, badging, visitor management, CCTV, security monitoring, or related technologies.
• Experience in managing, supervising, and supporting staff, including team coordination, performance management, and day-to-day personnel oversight.
• Experience developing and implementing SOPs, operational plans, emergency procedures, and reporting systems.
• Experience working with multiple stakeholders, contractors, suppliers, and regulatory or airport authorities.
• Experience in major infrastructure, airport, construction, or transportation projects is considered an asset.
• Strong understanding of risk management, emergency response, incident reporting, and operational continuity.
• Proficiency with digital logistics platforms, inventory tracking, and integrated control-room systems is preferred.
• Ability to work extended hours, shifts, weekends, or during emergencies when required.
• Ability to obtain and maintain all required airport security clearances and site access authorizations.
• Valid driver's license required.
