Sector Capture Manager (Canadian Federal)

Who are we looking for?

The Sector Capture Manager is a senior strategic role responsible for leading and overseeing capture planning and execution across priority pursuits within a sector or grouping of sectors. This position aligns growth strategy, pipeline management, capture leadership, and executive engagement to strengthen market performance and support long-term business development objectives.

Reports To: North America Priority Pursuit Team Leader

Key Responsibilities
  • Lead and oversee capture strategy across the sector or market pipeline.
  • Support development of market and capture strategies aligned with growth priorities.
  • Provide executive-level guidance on priority pursuits, pursuit investments, and cost of capture considerations.
  • Facilitate priority pursuit reviews and maintain visibility into pipeline health, forecasting, and opportunity readiness.
  • Guide development of executive summaries, interview strategy, coaching, and leave-behind materials.
  • Champion capture process discipline, strategic alignment, and continuous improvement across the sector.

Success Measures
  • Health and advancement of the priority pursuit pipeline.
  • Strength of strategic alignment between capture activity and growth objectives.
  • Quality of executive reporting, proposal support, and interview planning.
  • Effectiveness in building capture discipline and market-wide consistency.

Required Qualifications
  • Bachelor's degree in business or a related field, or equivalent relevant experience.
  • 8+ years of industry experience in capture, strategy, business development, or related leadership roles.
  • Demonstrated success leading complex pursuit portfolios and influencing senior stakeholders.
  • Strong commercial acumen, executive communication skills, and market perspective.

Key Performance Indicators:
  • Builds strong, trusted partnerships with Sector Leader to align capture strategy with sector growth priorities and client engagement plans
  • Supports effective pursuit selection and prioritization in partnership with Sector Leader
  • Maintains clear visibility into pipeline health, progression, and readiness across the sector
  • Uses performance insights to drive continuous improvement and decision-making across the sector
  • Drives internal client satisfaction and cross-functional alignment across capture, proposal, BD, and technical teams
  • Ensures priority pursuits progress through capture stages and key milestones on schedule across 60; 90% of sector pursuits
  • Ensures capture governance, structured reviews (e.g., Blue Team), and pre-RFP readiness are consistently applied across 60; 90% of priority pursuits
  • Minimizes late-stage strategy gaps or proposal rework driven by incomplete or ineffective capture
  • Capture milestones and deliverables achieved on time for 60;95% of pursuits
  • Drives development of capture plans and required pre-positioning activities completed prior to proposal phase
  • Drives pursuits to Blue Team (pre-proposal) review stage for 60;90% of applicable pursuits
  • Conducts Blue Team and executive leadership reviews to secure alignment and strategy sign-off
  • Maintains consistent communication and follow-through across pursuit teams with minimal missed actions
  • Responds to team requests within the same business day (60;24 hours)
  • Applies sound judgment in resolving routine issues and escalating when needed.
  • Interview logistics and coordination delivered without issue for 60;95% of interviews
  • Mentor capture manager
  • Participates in and contributes to 1-2 North America initiatives to advance capture practices and winning work strategies
  • Champions continuous improvement and standardization across capture operations
