About This Position

Job Description:

Purpose:

Under minimal supervision and with considerable latitude for the use of initiative and independent judgment, provide oversight and reporting and make improvement recommendations for the City's Capital Improvements Program (CIP) within the Capital Planning Office.

Duties, Functions and Responsibilities:

Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  • Maintains knowledge of the City's Capital Improvements Program and how the CIP is utilized to carry out the strategic objectives of the City of Austin.
  • Maintains knowledge of key capital program issues facing the City of Austin.
  • Oversees and monitors progress of City's portfolio of bond projects and conducts portfolio management activities.
  • Participates in the City's CIP planning and review processes.
  • Produces reports from CIP Program data and provides analysis of the information for use in decision making.
  • Monitors CIP project and program issues from an organizational perspective and when required, assist in resolution.
  • Monitors CIP operating procedures, policies, and ordinances to ensure CIP compliance8. Monitors the City's CIP project portfolio for legal, regulatory and initiative compliance.
  • Develops and conducts training for City personnel involved in the CIP Program.
  • Provides technical advice and assistance to city management as necessary.
  • Meets with city management and staff as required to resolve CIP project issues, using subject matter judgment and expertise.
  • Coordinates and collaborates with other agencies, departments, divisions involved in or affected by the City's CIP portfolio.
  • Attends City Council, board meetings, etc. as City staff representative.

Minimum Qualifications:
  • Bachelor's degree in engineering, architecture or related field plus five (5) years of related work experience including two (2) years as a project manager, program manager and/or portfolio manager, preferably with a municipality.


Licenses and Certifications Required:
  • None.


Preferred Qualifications:
  • Experience developing and managing training programs for capital delivery project management and construction management.
  • Experience designing and delivering instructor-led, virtual and in-person courses as well as self-paced learning programs for diverse audiences.
  • Experience creating and maintaining training materials, procedures, user guides, and knowledge management resources.
  • Experience managing capital project scopes, budgets and schedules for architectural and engineering construction projects.
  • Experience supervising, mentoring, and managing training teams, including coordinating workloads, establishing performance expectations, and supporting professional development.
  • Ability to travel to multiple work locations.

Position Overview:

The Capital Program Consultant supports training, professional development, and procedure improvement initiatives for Capital Delivery Services. This position develops and manages training programs, maintains training materials, and coordinates updates to the Project Management Procedures Manual. Working closely with leadership, subject matter experts, and project teams, the Capital Program Consultant supports the consistent adoption of organizational processes, procedures, and technologies across the department.

Salary Range: $97,450.00 - $125,200.00 annually.

Location: 505 Barton Springs Rd., Austin, TX 78704

General Work Schedule: Monday - Friday, 8:00 AM - 5:00 PM; Alternative schedule and/or flexible hours available based on business needs; Up to 60% teleworking available.

Travel:

The Austin Capital Delivery Services Department is comprised of multiple facilities located throughout Austin. If you are selected for this position, and meet the Driver Safety Standards in the City of Austin Driver Record Evaluation you may drive when necessary to multiple locations as part of your regular job duties. Otherwise, you are responsible for getting to and from these locations.

Hybrid Work Environment:

The City of Austin Telework Program is designed to empower employees and leaders to establish hybrid work arrangements that promote high levels of performance and engagement. The City of Austin has an established work arrangement under which an employee is scheduled to work at least 2 days per week at their designated worksite. Some positions may require additional time at their designated worksite.

90 Day Provision for Additional Vacancy:

This may include filling other vacancies with the same job title in other division/work locations within the Austin Capital Delivery Services Department.
