Position Description
Seattle's Office of Housing (OH) works to build strong, healthy communities and increase opportunities for all people to live in a community of their choice, in a home they can afford. OH invests in the production and preservation of affordable homes for people with low incomes, including individuals and families who are exiting homelessness. The Office also assists low-income homeowners with home repair loans and weatherization grants so they can safely remain in their homes and neighborhoods.

We are looking for a Capital Investments Strategic Advisor who provides senior-level strategic, financial, and programmatic expertise to support the Office of Housing's affordable housing investments. The position supports investment strategy and pipeline planning, leads complex financial and development initiatives, and identifies opportunities to improve Capital Investments programs, policies, and processes.

Job Responsibilities

  • Providing analysis and strategic guidance to support Capital Investments investment planning, including market conditions, development trends, funding demand, and emerging financing challenges.
  • Analyzing the affordable housing development pipeline to identify trends, funding needs, project readiness, emerging risks, and issues requiring leadership attention or coordinated action.
  • Supporting strategic planning for competitive funding processes through analysis of funding demand, available resources, portfolio needs, leveraging opportunities, and lessons from prior funding rounds.
  • Leading special initiatives and providing strategic support on complex financial and development issues requiring senior-level analysis, coordination, or problem-solving.
  • Identifying and leading improvements to funding policies, underwriting practices, workflows, tools, and other Capital Investments business processes.
  • Providing senior technical expertise to Capital Investments staff on complex affordable housing financing and development issues.
  • Coordinating strategic and cross-functional initiatives with other OH teams, City departments, public funders, and external partners where alignment is needed to advance Capital Investments priorities or address systemic project delivery challenges.

The top 3 priorities of this work are:

1. Investment Planning, Pipeline Analysis, and Forecasting: Developing and maintaining a forward-looking view of the affordable housing pipeline, anticipated funding needs, available resources, and market conditions. Conduct financial and investment forecasting to identify potential funding gaps, risks, and opportunities and support leadership planning and decision-making.

2. Improving Capital Investments Programs and Operations: Leading priority improvements to CIT policies, processes, tools, and practices to improve consistency, efficiency, equity, and project delivery.

3. Advancing Complex and Emerging Priorities: Taking ownership of high-priority initiatives and complex issues that require cross-team coordination, financial expertise, strategic analysis, and problem-solving.

Qualifications
You will be most successful if you have demonstrated experience in affordable housing finance involving public and private sources, community redevelopment, real estate finance, or other related areas. The ability to communicate at all levels tactfully and effectively will also contribute to your success. Specifically, you'll be prepared to take on this role with a combination of the following:

Experience in:

  • Affordable housing finance and real estate development, including public and private financing sources and complex financing structures.
  • Leading complex initiatives, improving programs and processes, and coordinating across teams and organizations.


Knowledge of and Skills in:

  • Strong financial and analytical skills, with the ability to assess complex development and programmatic issues and develop strategic recommendations.
  • Strong communication, negotiation, and relationship-building skills, with a commitment to racial and social equity in affordable housing investment


Additional Information
This Civil-Service position is FLSA-exempt (not eligible for overtime). It is classified as a Strategic Advisor 1, General Government and is non-represented.

Pay Rate: The full salary range for this salaried position is $51.88 - $77.82 per hour. Following a pay equity and budget analysis, the identified salary range for this role is $68.00 - $70.34/hour ($114,984.00 - $146,869.92 annually, based on 2088 hours per year).

Working Schedule: This position offers the flexibility of a hybrid work schedule. Employees of the Office of Housing are expected to be in-office 3 days per week. Individual schedules will be based on agreement between the employee and their supervisor.

Hiring Timeline: First-round interviews for this position are tentatively scheduled for October 26-30, 2026. Second interviews are scheduled for November 2-6, 2026.
