Campus Services Operations Assistant Manager

Duties & Responsibilities:

The Campus Services Operations Assistant Manager position will support construction and capital projects, serve as a liaison between contracted partners and the university, and ensure compliance with procurement and fixed asset management policies.

This position will collaborate with architects, engineers, contractors, and campus partners to support the successful delivery of projects. At times, this position will serve as the project manager for assigned initiatives and, at other times, will act as a liaison for university project managers. This position will also maintain accurate equipment tracking and support Dining Services and Retail Services Fixed Asset Custodians to ensure compliance with university, state, and federal requirements.

Responsibilities of this position include but are not limited to:

  • Assist with oversight of construction/renovation projects.
  • Serve as liaison for our contracted partners, university departments and other groups.
  • Collaborate with contractors, architects, engineers and others to establish project timelines, work schedules, site visits, cost estimates.
  • Ensure compliance with University, State, and Local procedures, safety standards, building regulations, and permitting requirements.
  • Coordinate with dining and retail contractors for the procurement of goods and services.
  • Monitor and track facility infrastructure.
  • Use the department's Equipment/Ticket Management System (EATS) to track equipment assets, repairs, and contractor service requests.
  • Collaborate with Campus Services teams to manage equipment inventory and preventative maintenance schedules.
  • Follow and uphold all VCU fixed asset policies and procedures.
  • Maintain accurate records of equipment purchases, transfers, disposals, and maintenance activities.
  • Support Campus Services Fixed Asset Custodians by ensuring timely tagging, reconciliation, and reporting of assets.
  • Coordinate with Campus Services and Fixed Assets Accounting to ensure compliance with annual audits.
  • Assist with the creation of Requests for Proposals (RFPs), Invitations for Bids (IFBs), and Best Value Acquisitions (BVAs) to procure necessary goods and services.
  • Ensure Campus Services partners meet contractual obligations, conducting routine checks and reporting discrepancies.

Qualifications:

Minimum Qualifications

  • Bachelor's degree in a related field or equivalent relevant experience.
  • Experience in project management related to construction and/or renovations or Dining and Retail operations.
  • Ability to make data-driven decisions and develop actionable recommendations.
  • Strong organizational skills with the ability to synthesize complex information and requirements into actionable tasks.
  • Experience related to equipment and equipment maintenance.
  • Experience with financial, asset management, or compliance processes in a university or large organizational environment.
  • Demonstrated ability to work in and foster an environment of respect, professionalism and civility with a population of faculty, staff, and students from all backgrounds and experiences, or a commitment to do so as a staff member at VCU.

Preferred Qualifications

  • 3 years of professional work in a capital project management role or a dining/retail operations role, preferably in a higher education environment.
  • Familiarity with project management and/or case management software (e.g., JIRA, Trello, Smartsheet).
  • Demonstrated ability to manage consultants and/or vendors and contract management.
  • Proven ability to develop Requests for Proposals (RFPs), Best Value Analyses (BVAs), and other procurement documents.
  • Knowledge of university procurement procedures and guidelines.
  • Demonstrated involvement in supporting fixed asset custodians or managing asset inventories in compliance with university and state requirements.
  • Knowledge of fixed asset software (e.g., Banner Fixed Assets, preventive maintenance tracking systems, or equivalent systems).

Salary Range: $75,000 - $93,000
