Job Description

The Work
The selected candidate will join a high performing team as the Solution Train Engineer (STE). The Solution Train Engineer (STE) is a recognized expert in scaling and tailoring Agile execution to shape how large, complex DoD development programs deliver capability. Responsible to the Chief Engineer, but operating with virtually self-supervisory latitude, the STE owns the Program Solution Train on C2BMC and serves as a servant-leader to the Engineering Project Managers (EPMs) leading the program's Agile Release Trains (ARTs) and Resource Management Areas (RMAs). The STE must synchronize ART/RMA development efforts to achieve both near term and long-range strategic program goals, driving the program's "always ready to deliver" posture. The STE owns the program's Agile processes and metrics, continuously identifying areas for improvement and challenging the cost and weight of the current implementation. The STE acts as a prime spokesperson on C2BMC's scaled Agile implementation and future direction - internally to senior leadership, externally to MDA and teammate companies - and is often instrumental in shaping new business pursuits where Solution-level execution credibility is a discriminator.

-Own the Program Solution Train and cadence
-Own the program Agile processes. Working with program leadership, tailor Agile implementation to best meet C2BMC needs.
-Serve as a servant-leader for the EPMs and act as their interface to the Chief Engineer.
-Plan, prepare, coordinate all C2BMC Planning events with internal and external stakeholders. Lead the execution of all Planning events, including Post Planning ceremonies.
-Ensure all ART/RMAs are performing in accordance with program agile processes. Where gaps are identified, work with the EPMs to provide alignment, boundaries, and constraints that enable conformance - without dictating how work is performed.
-Monitor Capability creation and work with Solution Chiefs to ensure they follow agile processes.
-Own Solution-level metrics - define, instrument, and use them to drive cross-ART improvement decisions (predictability, flow, quality, program performance) while meeting all program, customer, and Lockheed Martin requirements.
-Support the C2BMC Enterprise Release Manager in identifying, planning, and the delivery of C2BMC releases. Synchronize ART/RMA development activities to produce quality, C2BMC program level products providing customer value
-Lead integration of work across ARTs/RMAs - facilitate cross-team communication and inter-ART/RMA dependency management, and facilitate decisions that no single ART/RMA has the authority or visibility to make.
-Work with program management to define the requirements for the Agile work flow management tool and oversee all changes to ensure they support Agile and EV requirements.
-Serve as the customer interface on integrated planning, status, and process matters; act as the prime spokesperson on the program's Agile execution model.
-Provide Program Management with integrated Solution-level cost, schedule, and technical visibility; support EVM cycles, ETC development, proposal/BOE input, and review readiness (TIMs, IETRs, CDRs) across ARTs.
-CONUS Travel up to 10% may be required.

Basic Qualifications

-An active Final Secret Security Clearance is required
-Experience and recognized expert in large scale Agile program execution within the corporation; exhibits exceptional ingenuity, creativity, and resourcefulness
-Proven ability to act independently to uncover and resolve issues associated with the development and implementation of operational programs; work is checked only by the effectiveness of results obtained over a long-term horizon.
-Experience within extensive, multi-domain level C2 systems and evolution; Ability to rapidly shape, adapt and align needs of customers to overall objectives within a rapidly changing environment.

Desired skills

-Coach and mentor EPMs on facilitation technique, dependency management, escalation discipline, and metrics literacy; act as a recognized mentor for the next generation of program-level leaders.
-Drive consistent DevSecOps adoption across ARTs/RMAs
-Implement continuous planning - rolling-wave refinement of the Solution Backlog and ongoing capability decomposition between PI boundaries.
-Carry the vision for an empirical, iteration-based development posture across the Solution Train, increasing the program's Release-on-Demand readiness ("always ready to deliver").
-Coordinate with the customer to match process intent with low-cost alternatives that displace heavyweight, high-cost methods; measured by reduction in process cycle time, document count, or ceremony overhead without loss of compliance or customer insight
-Supporting capture and proposal efforts where Solution-level execution is a discriminator
-Experience communicating at high levels of corporate/government management
