Responsibilities

Full Job Description
Overview

Under minimal supervision and in accordance with IDA policy and procedures, this position assists in the administration of procurement function at IDA-SAC/STPI. This position is responsible for the purchase of items, materials, and services of a technical and specialized nature. Depending upon the projects this position supports, it may be a full-time or term-appointed position.

Responsibilities
  • Reviews consultant requisitions and supporting documentation for completeness and compliance with IDA procedures. Processes consultant agreements, purchase orders, and related procurement documentation within approved signature authority.
  • Reviews Statements of Work (SOWs), labor categories, labor rates, independent consultant documentation, and supporting materials to ensure accuracy, completeness, and compliance with applicable procurement requirements.
  • Coordinates procurement actions related to consultants and professional services from intake through purchase order issuance, including communication with requestors, consultants, Accounts Payable, Security, Legal, and other internal stakeholders.
  • Utilizes Deltek Costpoint and other procurement systems to process requisitions, issue purchase orders, maintain procurement records, and support reporting activities.
  • Maintains procurement files and supporting documentation to ensure compliance with Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and IDA policies and procedures.
  • Assists in the preparation, review, and administration of consultant agreements, amendments, and other procurement-related documents associated with professional services engagements.
  • Tracks procurement actions and follows up on outstanding documentation, approvals, onboarding requirements, and vendor setup activities to support timely processing and issuance of consultant agreements and purchase orders.
  • Supports high-volume consultant processing activities while maintaining accuracy, organization, and compliance with internal service level expectations and deadlines.
  • Keeps management informed of procurement issues, delays, and compliance concerns impacting consultant processing activities.
  • Performs other duties as assigned.


Qualifications
  • Bachelor's degree in Business preferred with three years progressively responsible work experience in purchasing and negotiation procedures with defense contractors; or equivalent work experience.
  • Experience with Deltek Costpoint required.
  • Knowledge of FARs and DFARS as they apply to government contractors.
  • Ability to analyze data using price trend analysis and cost factoring and to apply results to current market and proposals.
  • Computer experience with software such as MS Excel, MS Word, as well as other Microsoft applications. Familiarity with automated reporting tools is also desirable.
  • Ability to work under pressure of deadlines and deal with all levels of staff and management with tact and diplomacy.
  • Ability to communicate effectively both orally and in writing with all levels of personnel.
  • Ability to obtain and maintain necessary security clearance.
  • US citizenship is required
  • Successful completion of a criminal background check is required.


Compensation

We support transparency, equity, and fairness in our compensation program and provide a reasonable estimate of the salary range based on data-driven market analysis for each position. While it is not typical for an individual to be hired at or near the top of the range, a reasonable estimate of the salary range for this role is $68,681 - $109,890. Individual salary within this range will be commensurate with the incumbent's experience, unique skills and qualifications, and other relevant factors.
