Position Description:

Provides senior-level support for the design, development, testing, implementation, and enhancement of business information systems supporting the Bank's loan accounting and lending operations. Responsible for aligning technology solutions with business initiatives through functional analysis, systems support, requirements development, and implementation oversight for complex loan and accounting systems. Serves as a key liaison among business users, district associations, accounting support teams, and technology resources to ensure system design, documentation, training, and process changes support operational effectiveness, regulatory compliance, and accurate financial representation of borrower obligations and loan-related assets.

Day-to Day-Duties and Responsibilities:
  • Develop, maintain, and enhance loan accounting systems and related software applications that support the Bank's lending operations and accurately reflect borrower legal obligations and the Bank's investment in loan-related assets in accordance with generally accepted accounting principles, Farm Credit Administration regulations, and district policies and procedures.
  • Maintain in-depth knowledge of loan system file structures, field usage, business processes, historical practices, and underlying operational rationale.
  • Work with key software users, department staff, and other Bank personnel to define functional processes and business requirements for new and existing systems.
  • Collaborate with district association staff to ensure system design and functionality meet user specifications and operational requirements.
  • Coordinate with the Accounting Help Desk and other stakeholders to ensure user documentation, communications to associations, and training activities are completed in conjunction with implementation of new systems or system changes.
  • Lead special projects that establish direction for the Bank's loan and accounting operations and related systems development initiatives.
  • Develop, analyze, and recommend new or improved policies and procedures that support effective Bank operations.
  • Review loan information and perform analyses as required to support business operations and system-related decision making.
  • Participate in implementation of new loan or accounting systems for Bank or association use.
  • Provide support and assistance to department and Bank staff for software systems including loan systems and office automation applications.
  • Oversee and participate in development of software system modifications including technical documentation, collaboration with programmers, systems analysts, business analysts, and end users, and testing of new or modified programs.
  • Ensure progress reports and status reports are prepared as requested.
  • Maintain frequent contact with district users and follow up on issues to ensure satisfactory progress toward acceptable solutions.
  • Design ad hoc reports and queries for Bank departments and association users.

Required
  • Bachelor's degree in finance, accounting, information systems, or a related field, or equivalent professional experience.
  • Eight (8) or more years of experience in loan systems support and design.
  • Strong functional knowledge of business processes and requirements related to loan accounting and associated software systems.
  • Ability to communicate effectively with business users, operational stakeholders, and technical resources.
  • Ability to manage multiple concurrent tasks and perform effectively under time pressures and deadlines.
  • Strong analytical, problem-solving, organizational, and interpersonal skills.
  • Excellent oral and written communication skills.

Preferred
  • Experience helping users resolve software or business systems issues.
  • Experience conducting training or developing detailed business requirements.
  • Knowledge of capital markets.
  • Knowledge of mortgage banking.
  • Ability to travel on an infrequent basis.
