The Office of State Budget and Management (OSBM) is seeking a Business Systems Analyst II position within our data management section.

OSBM delivers the highest quality budget development and management services for state government. Yet OSBM is much more than budgets.
  • Our team provides budget and policy analysis counsel to the Governor, state agencies, and state legislature.
  • We analyze to inform decisions and maintain a balanced budget.
  • We provide state agencies with services to support stewardship of public resources and prudent decision-making. This includes tools to improve through data and evidence, such as strategic planning, performance management, and impact analysis.
  • And we support such as grants management, internal audits, and the oversight committee for retired state employees' health benefits.
  • Our office is also home to the , where any citizen can report suspected misuse of public resources.

About the OSBM Data and Technology Section

The Data and Technology section of OSBM provides essential IT support and innovation for the agency's operations. Our primary responsibility is maintaining and enhancing the Integrated Budget Information System (IBIS), a custom-built platform developed in Java and Oracle. IBIS serves as the backbone for NC's budgeting processes by enabling budget management, planning, and reporting. IBIS interfaces with multiple financial and HR systems within the state so that balances are aligned across systems. We use IBM Cognos Analytics to deliver advanced reporting capabilities that integrate data from IBIS with the North Carolina Financial System (NCFS).

Beyond IBIS, our team supports a wide range of technology needs across the organization. We collaborate with various teams to deliver technical and automation solutions for projects involving budget, grants management, economic analysis, disaster recovery, internal auditing, human resources, and more. Whether it's developing new tools, troubleshooting, or streamlining data workflows, our goal is to ensure that OSBM has the technology foundation it needs to serve the state effectively.

Business Systems Analyst II Position

We are seeking a skilled and motivated Business Systems Analyst II to serve as a key liaison between business users and technical teams supporting State's enterprise budgeting platform and other strategic systems. This position plays a central role in translating business needs into system functionality, ensuring operational alignment, and supporting innovation across OSBM. This position offers the opportunity to contribute to high-impact initiatives and support continuous improvement across state government operations.

Key Responsibilities, include, but are not limited to:
  • Serve as the bridge between business users and developers to ensure system solutions support budgeting operations and agency goals.
  • Gather, analyze, and document business requirements; translate them into clear technical specifications.
  • Support system enhancements, testing, implementation, and ongoing user support.
  • Lead and contribute to projects related to grants management, economic forecasting, and disaster recovery planning.
  • Collaborate with subject matter experts to align technology solutions with business needs.
  • Oversee daily system operations and manage upgrades and new initiatives.
  • Facilitate meetings, document business needs, and track follow-up items.
  • Manage and prioritize support tickets for timely resolution.
  • Create project plans, reports, dashboards, and workflow diagrams.
  • Provide user training and promote adoption of new tools and technologies, including AI.
  • Serve as system/license administrator for various platforms.
  • Monitor system compliance with IT security and privacy standards; promote best practices.

Knowledge, Skills and Abilities / Competencies

  • Knowledge of Business Applications: A deep understanding of one or more of the following: IBIS or a similar government budget, accounting, or enterprise (ERP) system beyond just interaction as a user, troubleshooting, issue identification, testing, etc.
  • Analytical and Problem-Solving Skills/Collaboration: Must have documented working experience of strong data analytical skills to support collaboration across technical and business teams.
  • Communication and Facilitation Skills: Documented working experience facilitating meetings, capturing and documenting requirements, and working with both technical and non-technical stakeholders.
  • Technical Proficiency: Documented working experience working with technical teams to make adjustments to applications and reports. Experience communicating changes and issues using tools such as workflow charts, diagrams, or technical specifications.
  • Project Management Skills: Proven experience in creating detailed project plans, managing project timelines, and ensuring successful execution and implementation of new or modified systems.

Minimum Education and Experience Requirements

Bachelor's degree from appropriately accredited institution in a discipline related to the area of assignment with three years of programmatic experience related to the area of assignment; or an equivalent combination of training and experience.

Management Preference:
  • Experience working with budget or accounting processes and systems within State of NC government.
