Job Description

The Office of the Commissioner of the Revenue is seeking a Business Systems Analyst II - Analytics to advance organizational effectiveness through data-driven insights and technology enablement. This position designs, develops, and governs a comprehensive reporting and analytics framework that supports operational oversight, compliance, customer service, and strategic decision-making across tax administration functions.

Working closely with executive leadership, business units, technology partners, and external stakeholders, the position translates complex business needs into actionable analytics and technology solutions. The role establishes standardized reporting, develops interactive dashboards and external data feeds, promotes data quality and integrity, and supports continuous improvement and automation initiatives.

Responsibilities

Specific duties include:
  • Designing, developing, and maintaining internal reports, dashboards, and analytics solutions for the Vehicle Personal Property and Business Divisions;
  • Analyzing operational data and providing actionable insights to improve performance, processes, compliance monitoring, and service delivery;
  • Reviewing reports and dashboards for accuracy, relevance, and alignment with business needs, and retiring redundant, outdated, or unused reports;
  • Developing and managing reporting for external stakeholders in accordance with applicable regulatory and reporting requirements;
  • Validating data accuracy, coordinating with external partners, and meeting mandated reporting deadlines;
  • Providing advanced support, maintenance, and enhancement for core business applications;
  • Troubleshooting complex application and data issues in coordination with the Department of Technology Services and vendors;
  • Using reporting and analytics tools to identify and correct duplicate, incomplete, and inaccurate records;
  • Gathering business and technical requirements and prioritizing work based on impact, level of effort, and operational deadlines; and
  • Developing and delivering training, documentation, and user support to promote effective system use and adoption.


The ideal candidate will have the following:
  • Strong analytical and problem-solving skills, including the ability to translate business needs into meaningful reports and metrics;
  • Experience designing reports, dashboards, analytics solutions, or data feeds;
  • Knowledge of data-quality, data-integrity, and reporting-governance practices;
  • Ability to communicate technical information clearly to operational staff, leadership, technology partners, vendors, and external stakeholders;
  • Ability to organize competing requests and prioritize work based on business impact, effort, and deadlines;
  • Experience developing documentation, training, and user-support resources; and
  • Advanced SQL skills.


Qualifications

Minimum Qualifications:
  • Bachelor's degree in Computer Science, Management Information Systems, Decision Support Systems, Business Analytics, or a related field; and
  • Some experience in a technology-related position involving business systems, reporting, analytics, application support, or a closely related area.


Substitution: Additional qualifying experience may substitute for the education requirement on a year for year basis.

Desirables: Preference will be given to applicants with experience with one or more of the following:
  • Data extraction, validation, cleansing, and quality-control practices;
  • Gathering and documenting business and technical requirements;
  • Supporting or enhancing highly customized enterprise applications;
  • Coordinating technical issues with internal technology teams or vendors; and/or
  • Supporting tax administration, local government, finance, compliance, or another regulated operational environment.
