Supervise lower-level Business Systems Analysts, and manage all phases of business systems analysis for large business analysis projects, or a series of smaller projects in a cross-functional environment. Direct business systems analysis activities; write agency business analysis standards and process documents; analyze and revise flow charts, process models and technical specifications describing "as is" or "to-be" business processes; and determine the impact on agency business systems.

Minimum Qualifications:

You must be currently reachable on the appropriate eligible list for this title or eligible to transfer to this title under Section 52.6 of the Civil Service Law.

Transfer:

For 52.6 transfer to Business Systems Analyst 4, (SG)-27, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to a SG-25 or above.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.

Provisional and/or Non-Competitive promotion (NCP) qualifications:

You must be a qualified employee of the Office of the New York State Comptroller; AND have had one year of permanent competitive service as a Business Systems Analyst 3 (SG-25).

Provisional and/or NCP notes:

If the number of interested candidates who meet the promotional qualifications is three or less, the agency; at its discretion, may nominate one or more of the candidates for a noncompetitive promotion without further examination under the provisions of Section 52.7 of the Civil Service Law.

If the number of interested candidates who meet the promotional qualifications is more than three, the agency; at its discretion, may nominate one or more of the candidates for a provisional promotion under the provisions of Section 65 of the Civil Service Law.

Preferred Qualifications/Knowledge, Skills and Abilities:

  • At least 5 years' experience in business analysis, using recognized business analysis concepts and methodologies and demonstrated passion for business analysis.
  • Experience managing and leading medium teams and the ability to use organizational management skills to support a dynamic multi-team environment.
  • Demonstrated ability to coach and mentor employees and to apply the organization's values and hiring practices in obtaining and retaining talent.
  • Demonstrated analytical ability to perform the following effectively: critical thinking; decision making; problem solving; systems thinking.
  • Strong facilitation and organizational skills and the ability to prioritize when working on multiple tasks.
  • Excellent interpersonal and communication (written and oral) skills; including the ability to demonstrate effective conflict management, flexibility, adaptability, and emotional intelligence.
  • Experience establishing and maintaining exceptional stakeholder relationships.
  • Experience working with an Enterprise Resource Planning (ERP) system such as PeopleSoft.
  • Proficient in the use of Microsoft Office applications (Word, Excel, PowerPoint, Visio, Project, Outlook, Teams, SharePoint)
  • Membership and/or participation in the International Institute of Business Analysis and professional communities of practice.

Telecommuting

The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency's mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee's primary residence location, duties and work performance are aligned with telecommuting they may be allowed to do so. Upon approval to telecommute, OSC employees may telecommute up to 5 days per pay period.
