Role Summary
The Manager, PMO Framework and Lifecycle Enablement is responsible for developing, maintaining, and improving the project delivery practices that support consistent and effective execution across the IT PMO. This role manages the PMO Framework, Lifecycle Management (LCM) guidance, templates, and supporting materials to ensure they are clear, practical, and easy for project teams to use.
The position focuses on enabling project managers by providing well structured guidance that improves clarity of expectations, supports consistent delivery practices, and enhances the overall project experience. The role partners closely with project managers, business and sector teams, PMO Training, PM Readiness, and digital tooling teams to ensure PMO practices remain aligned, relevant, and easy to apply.
Key Responsibilities
Framework and LCM Stewardship
• Maintain and improve the PMO Framework, LCM guidance, templates, and associated delivery materials
• Ensure all content is clear, usable, and aligned with the needs of project managers and delivery teams
• Maintain a well organized repository of PMO standards with clear structure and version control
• Update materials as delivery practices evolve across IT and the business
Practice Enablement
• Create and refine templates, job aids, checklists, and process guidance that support consistent delivery
• Serve as a resource for helping project managers understand LCM expectations and navigate delivery requirements
• Engage proactively with the PM community to clarify gate expectations, lifecycle checkpoints, and PMO practices
• Provide content expertise to PMO Training and PM Readiness teams who own training development and delivery
Continuous Improvement
• Improve the PMO Framework, LCM guidance, and templates based on feedback, lessons learned, internal reviews, and stakeholder input
• Identify opportunities to streamline and simplify PMO materials
• Ensure process and guidance updates reflect modern delivery practices and organizational needs
• Incorporate insights from digital tool enhancements, process changes, and PM community feedback
Cross Functional Partnership
• Collaborate with digital tooling teams to align PMO standards and LCM guidance with tool capabilities
• Partner with business and sector teams to ensure delivery guidance meets practical needs across diverse project environments
• Support training and communications teams by contributing accurate and up to date content
• Partner with audit and quality teams by ensuring LCM materials are clear and consistently applied, while audit execution is owned elsewhere
• Partner with the Agile Enablement Analyst to ensure Agile and Hybrid delivery guidance is aligned with Lifecycle Management expectations and integrated into PMO templates and materials.
Content Accessibility and Communication
• Maintain clear structure, organization, and accessibility across all PMO documentation
• Communicate updates to PMO standards in a timely and understandable way
• Ensure materials are easy to locate and consistently used across delivery teams

Required Skills and Education
• 8 or more years of experience in project management, PMO operations, delivery methodology, or lifecycle and process work. Bachelors Required. Or, 10+ years with an AA degree.
• Strong knowledge of project lifecycle approaches including predictive and hybrid models
• Ability to create clear, accessible templates and guidance for project teams
• Experience improving delivery processes in a complex environment
• Familiarity with digital PPM tools such as ServiceNow SPM, MS Project, or Power BI
• Strong communication and collaboration skills
• Ability to influence without formal authority and partner across diverse teams
Preferred Skills and Education
• PMP or similar certifications
• Experience supporting project management capability programs or practice improvement initiatives
• Familiarity with digital PPM tools such as ServiceNow SPM, MS Project, or Power BI
• Experience in regulated, engineering focused, or defense related environments
• Experience developing project templates, process aids, and lifecycle content
