Full Job Description

STV is seeking a Northeast Business Operations Manager to support the operational, staffing, and business performance of the Northeast & New England region for our Program and Construction Management operating group. This role serves as a business partner to the Regional Director and the PMCM Operations Director, helping drive operational excellence across multiple projects, business units, and field teams while ensuring alignment with financial goals, workforce planning initiatives, and client commitments.

The ideal candidate is a highly organized operations professional with experience in business acumen, experience coordinating staffing and resource needs, and the ability to collaborate across project teams, such as finance, marketing, legal, and other corporate functions. This individual will play a critical role in supporting regional growth, operational consistency, and overall project delivery performance.

Key Responsibilities

Regional Operations & Workforce Planning

· Support day-to-day operational activities with program and project managers across the Northeast/New England region to ensure efficient project performance and resource utilization.

· Partner with the Regional Director to maintain organizational staffing plans, workforce forecasts, and resource allocations.

· Monitor project schedules and staffing requirements, helping identify upcoming resource needs and potential gaps.

· Work in close collaboration with the Operations Director and Finance manager to promote healthy and financially responsible business practices to drive business performance.

· Support when needed onboarding, mobilization, and deployment efforts for new employees and project teams.

· Track regional operating costs, expenses, and project financial performance.

Financial & Business Performance Support

·Work closely with program and project managers to maintain progress against financial targets.

· Assist in monitoring regional financial performance and operational metrics.

· Support reporting initiatives, executive summaries, staffing updates, and performance dashboards.

· Help ensure operational activities remain aligned with regional business objectives and financial targets.

Business Development Pursuit Support

· Assist the Regional Director and Capture Managers with proposal strategies, market research, pipeline management, and pursuit planning.

· Support proposal development efforts, including staffing strategies, fee development, and resource planning.

· Coordinate with Operations leadership to establish proposal pricing and labor rates.

· Identify and evaluate staff availability for upcoming pursuits and project opportunities.

· Collaborate with Marketing and Legal teams to identify and resolve pursuit-related risks and requirements.

Cross-Functional Leadership & Collaboration

· Foster collaboration across other PMCM regional teams and promote a One STV approach to project delivery and pursuit opportunities.

· Coordinate with project managers, operational leaders, administrative staff, clients, subcontractors, and teaming partners.

· Support process improvement initiatives that enhance operational consistency, efficiency, and quality across the region.

Qualifications

· Bachelor's degree in Business, Operations Management, Engineering, Construction Management, or a related field preferred.

· Progressive experience supporting project controls, business management, or program administration within engineering, consulting, construction, or professional services environments. Preference with Program and Construction Management experience in business operations.

· Experience with workforce planning, staffing coordination, budgeting, financial tracking, and operational reporting.

· Strong understanding of project delivery processes and business operations.

· Demonstrated ability to manage multiple priorities in a fast-paced environment.

· Excellent communication, organizational, problem-solving, and relationship management skills.

· Proficiency with Microsoft Office Suite and business management systems.

Up to 25% travel required.

Compensation Range:

$149,671.54 - $171,053.19
