Position Title: Business Development / Capture Manager
Location: 1701 Fall Hill Ave, 3rd Floor, Fredericksburg, VA 2240
Type: Full-Time (1099 Option Available)
Classification: Business Development and Capture Management
Reports To: CEO or Sr. Program Manager

Position Overview:
PSCI-LIA, a fast-growing 8(a), SDVOSB, and woman-owned small business, is seeking an ambitious, mission-driven Business Development / Capture Manager with deep expertise in state and federal government contracting. The ideal candidate will be a self-starter who thrives in a collaborative environment and is ready to drive strategic growth through relationship building, opportunity capture, and proposal support. Candidates with military backgrounds, especially Army veterans, are strongly encouraged to apply.

Key Responsibilities:
  • Identify, qualify, and manage the pipeline of new business opportunities across federal, state, and local government sectors.
  • Lead and manage all phases of the capture lifecycle: market analysis, competitor assessment, teaming strategy, win themes, and pricing strategy.
  • Develop and maintain relationships with key stakeholders, agencies, contracting officers, and teaming partners.
  • Collaborate with proposal writers and technical teams to develop responsive, high-quality RFI/RFP submissions.
  • Participate in strategy sessions, BD reviews, and go/no-go decisions.
  • Maintain knowledge of relevant NAICS codes, contract vehicles (e.g., 8(a) STARS III, MAS Schedules), and socio-economic set-asides.
  • Oversee CRM management and opportunity tracking tools.
  • Represent PSCI-LIA at industry networking events, matchmaking sessions, and government outreach meetings.
  • Assist the leadership team in developing strategic partnerships, mentor-protégé arrangements, and joint ventures.

Qualifications:
  • Master's degree or extensive writing experience preferred.
  • Minimum of 8+ years in business development/capture management in government contracting.
  • Deep understanding of the federal acquisition process, state procurement procedures (especially Maryland, Virginia, and D.C.), and proposal development.
  • Demonstrated success winning multi-million dollar contracts as a prime or subcontractor.
  • Strong interpersonal skills, leadership, and exceptional writing and communication abilities.
  • Experience working with disadvantaged businesses, including 8(a), SDVOSB, HUBZone, and WOSB.
  • Proficiency in SAM.gov, GovWin, and eMaryland Marketplace
  • A loyal, team-oriented professional who believes in the mission of uplifting small and minority-owned businesses.
  • Ability to work independently and manage multiple priorities with a sense of urgency.
