Full Job Description
Join the AWS National Security Business Contracts team in a pivotal role as a Business Contracts Manager. In this position, you'll manage the full lifecycle of Task Orders under a major competitive Federal IDIQ vehicle, directly impacting how government agencies use AWS cloud technologies for national security customers. Beyond traditional contract administration, you will shape strategic opportunities across the acquisition lifecycle-building innovative contractual pathways that enable agencies to adopt AWS cloud services and driving measurable revenue growth for assigned portfolios. You will own relationships with government buying authorities at all levels and serve as the primary negotiator and trusted advisor on cloud contracting models, pricing strategies, and federal acquisition approaches. This role also requires developing technical fluency across AWS services and compliance frameworks to architect solutions that meet complex government requirements, while contributing to process automation and go-to-market initiatives that scale impact across the organization. This position will be assigned multiple US Government agency level portfolios.

This position requires that the candidate selected be a US Citizen and must currently possess and maintain an active TS/SCI security clearance with polygraph. This position can be based in Jessup MD, Arlington VA or Herndon, VA (location based on candidate preference).

Key job responsibilities
• Contract Lifecycle Management & Risk Mitigation: Manage full contract lifecycle including document review, negotiation, compliance, and records management. Identify and resolve contract risks, develop policies and standards, coordinate legal assessments, and support competitive proposal processes.
• Strategic Business Development & Pipeline Enablement: Shape opportunities throughout the full acquisition lifecycle-educating customers on how to buy AWS, solutioning contractual pathways for complex government requirements, and scaling proven approaches to generate new revenue.
• Contract Vehicle Ownership: Serve as the face of assigned contract vehicles. Build repeatable onboarding solutions, create innovative contract structures that drive revenue growth, and educate agencies on procurement pathways.
• Customer Relationship Ownership & Stakeholder Engagement: Own relationships with government buying authorities (Contracting Officers, CIOs, COTRs, budget holders) and serve as primary negotiator on assigned portfolios. Provide expert guidance to sales, capture, and proposal teams on cloud contracting models, federal acquisition regulations, and commercial terms.
• Technical Solution Design & Compliance: Develop expertise across AWS cloud services, government compliance frameworks, and pricing/billing systems. Architect bespoke contract solutions, design government-specific pricing programs, and translate technical capabilities into compliant offerings.
• Process Improvement & Go-to-Market Execution: Develop and implement tools and automation to increase contracting efficiency. Act as the voice of the customer to product and engineering teams, contributing to GTM strategy including whitepapers, industry webinars, and contract vehicle resources.

BASIC QUALIFICATIONS

- Bachelor's degree or equivalent

- Experience using data and metrics to determine and drive improvements

- Experience in reviewing, drafting, and negotiating commercial contracts

- 3+ years of contracting officer/contract specialist/contracts management/contracts administration/contract negotiator experience (please note this is merely a minimum - more senior personnel are encouraged to apply as well)

- Demonstrated knowledge to drive strategic conversations regarding US Federal Government Procurement laws, regulations and procedures in the US including FAR, DFAR, all government contract types, commercial contracts, and cradle to grave contracting processes

- Active US Government Security Clearance of TS/SCI with Polygraph

- Experience handling ambiguous or undefined challenges through strong problem solving abilities

- Experience working effectively across cross-functional teams and partnering well with people at all levels within an organization

- Experience managing multiple projects and priorities across teams in a fast-paced, deadline-driven environment

The base salary range for this position is listed below. Your Amazon package will include sign-on payments and restricted stock units (RSUs). Final compensation will be determined based on factors including experience, qualifications, and location.
