Position Summary:Analytic Services, Inc. (ANSER) is seeking a
Business & Systems Analyst to join our team in supporting improvement initiatives within the Department of War (DoW) Chief Information Office (CIO). In this key role, you will apply your experience in business and systems analysis to capture and assess as-is and to-be capabilities and requirements. Additionally, you will work on modeling and capturing the user journeys, systems interfaces and integration and logical systems architecture, as well as work within an improvement team looking across data, process, and systems.
This position can support a hybrid work schedule with 2-3 days per week performed onsite at the Mark Center in Alexandria, VA and 2-3 days remote.
Day to Day Responsibilities:- Gather, prioritize, and evaluate as-is and to-be business requirements, and functional and non-functional requirements towards Federal IT Budget portfolios and systems.
- Perform capabilities and requirements gap analysis.
- Identify opportunities for user journey, user interface, and system improvements.
- Provide data-driven / comprehensive solution recommendations with level of effort assessment and strategy / approach for implementing improvements.
- Integrate system modeling and analysis with data modeling and process modeling.
- Develop analytical dashboards and data visualization products to identify trends, track program performance, and provide leadership with clear, actionable insights.
- Apply analysis and provide expertise on the Federal IT Budget process and data requirements.
Required Qualifications:- Possess an active TS/SCI security clearance.
- Bachelor's degree in a technical field such as computer science, information systems, engineering, mathematics, physics, or similar. A high school diploma and 4 years of additional technical experience may be substituted for a Bachelor's degree.
- 10+ years of experience in business analysis or a related field, to include process improvements (e.g., six sigma, business process management, lean, etc.).
- Experience with documenting and developing business capability requirements.
- Experience in documenting "as is" and "to be" systems.
- Proven experience in reporting tool development, interface design, and data storage.
- Strong analytical skills and experience performing requirements analysis.
- Ability to gather and document critical information from stakeholder meetings.
- Ability to identify and implement effective solutions for business software systems.
- Experience monitoring and managing system modifications or changes.
- Proven ability to plan and implement major work assignments.
Preferred Qualifications:- Experience with Defense Business Systems modernization requirements.

Full-Time Salary Range for this position:
$119,200-$172,900 USD
