The Division of Administration/Office of Facility Planning and Control has a vacancy. This job title has an assigned pay grade of AS-620.

The Office of Facility Planning and Control is responsible for the administration of the state's capital outlay budget process, which includes the preparation of a preliminary state construction plan. The document outlines state and local projects for possible funding using a mixture of state general obligation bonds, revenue bonds, state and federal cash, and often fees and self-generated funds. The proposed construction budget is contained in House Bill 2, which is introduced at regular legislative sessions. The proposed construction budget is sometimes altered during the legislative sessions by lawmakers before becoming law. FPC also administers the state and non-state projects that are ultimately funded and oversees the contracts from planning through construction and project completion.

This position serves to develop, manage, and continuously improve the fiscal monitoring, projection, and efficiency functions associated with the Office of Facility Planning and Control's capital program. This position identifies funding inefficiencies, over-appropriations, and opportunities to reallocate or return funds, ensuring the office maintains fiscal discipline and transparency across its portfolio of capital projects.
Minimum Qualifications
Six years of experience in accounting, budgeting, contracts, economics, engineering, finance, financial auditing, grants, human resources, information technology, management analysis, operational auditing, policy planning, procurement, social services, statistical analysis, tax collections, or tax enforcement; OR

Six years of experience in any field plus three years of experience in accounting, budgeting, contracts, economics, engineering, finance, financial auditing, grants, human resources, information technology, management analysis, operational auditing, policy planning, procurement, social services, statistical analysis, tax collections, or tax enforcement; OR

A bachelor's degree plus three years of experience in accounting, budgeting, contracts, economics, engineering, finance, financial auditing, grants, human resources, information technology, management analysis, operational auditing, policy planning, procurement, social services, statistical analysis, tax collections, or tax enforcement; OR

An advanced degree plus two years of experience in accounting, budgeting, contracts, economics, engineering, finance, financial auditing, grants, human resources, information technology, management analysis, operational auditing, policy planning, procurement, social services, statistical analysis, tax collections, or tax enforcement.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
Job Duties:

• Monitor and manage capital project appropriations, funding sources, and expenditures to ensure compliance with legislative authorizations and agency priorities.
• Develop and maintain cash flow forecasts, financial models, and budgeting tools to support capital outlay planning and execution.
• Analyze project financial performance to identify funding efficiencies, over- or under-appropriations, cash flow variances, and opportunities for fund reallocation or reversion.
• Prepare financial reports, dashboards, and executive-level analyses that support leadership decision-making and legislative reporting.
• Collaborate with project managers, fiscal staff, and agency leadership to improve financial processes, strengthen internal controls, and enhance enterprise project management systems.
• Research, interpret, and apply applicable statutes, policies, and government accounting principles related to capital budgeting and fund management.
• Recommend and implement process improvements that increase the accuracy, transparency, and efficiency of capital program fiscal oversight.
