Job Description

The Texas Health and Human Services Commission (HHSC) is seeking two Business Analyst 3 professionals to support a major Medicaid system modernization initiative. The Business Analyst will provide project and product oversight for Medicaid IT-contracted systems, integrated projects, and related dependent efforts.

The selected candidate will support documentation, requirements, application functionality delivery, and development of processes that ensure consistent understanding and alignment with HHSC's direction for an integrated Medicaid solution.

The Business Analyst 3 will review, analyze, and evaluate business systems and user needs; formulate systems to support overall business strategies; identify opportunities for technology applications; and contribute to business process improvement and reengineering initiatives.

Key Responsibilities

  • Coordinate with external vendors to complete projects and service requests and define, assign, monitor, and evaluate vendor work.
  • Develop and review project artifacts, including requirements documentation, test cases, traceability documentation, design specifications, and technical specifications.
  • Analyze systems, troubleshoot issues, and support solution implementations.
  • Manage project scope, acceptance, and deployment activities.
  • Monitor system integration testing and user acceptance testing (UAT).
  • Identify project risks, challenges, dependencies, and potential difficulties and develop mitigation or avoidance strategies.
  • Analyze HHSC policies, procedures, and standards to determine their impact on automated systems and functional areas.
  • Support project and product oversight of Medicaid IT-contracted systems and integrated initiatives.
  • Support documentation and delivery of application functionality.
  • Develop and maintain processes and documentation to promote consistent implementation and understanding of integrated solutions.
  • Prepare solution options, risk assessments, and financial analyses, including cost/benefit, ROI, and buy-versus-build evaluations.
  • Document detailed business requirements, user needs, system functions, and steps required to develop or modify applications.
  • Apply industry-standard business process mapping and reengineering practices.


Required Qualifications

  • 8+ years of experience coordinating with outside vendors to complete projects and service requests and defining, assigning, and evaluating vendor work.
  • 8+ years of experience developing and/or reviewing project artifacts such as test cases, requirements documentation, traceability, design specifications, and technical specifications.
  • 8+ years of experience consulting on system analysis, troubleshooting problems, and supporting solution implementations.
  • 8+ years of experience managing project scope, acceptance, and deployment and monitoring system integration and user acceptance testing.
  • 8+ years of experience identifying project risks and difficulties and developing strategies to mitigate or avoid them.
  • 8+ years of experience analyzing HHS policies, procedures, and standards and determining their impact on automated systems and system functional areas.


Preferred Qualifications

  • 3+ years of experience using TFS/ADO to create, manage, and maintain requirements throughout the software development lifecycle.
  • 3+ years of experience working in an Agile environment, preferably SAFe.
  • 3+ years of experience using Microsoft products, including MS Office, SharePoint, and Copilot.
  • 3+ years of demonstrated understanding of enterprise system components, including user interfaces, data layers, infrastructure, and integrations.
  • Knowledge of business rules engines, workflow orchestration, and cloud-based solutions.
  • 3+ years of experience and knowledge of Texas HHSC processes and Texas Medicaid and CHIP systems.
  • 3+ years of experience updating portfolio project management tools and managing state-level major information resource project information.


Work Schedule & Location

  • Monday-Friday, 8:00 AM-5:00 PM, excluding Texas state holidays.
  • Primary location: 4601 W Guadalupe St., Austin, TX 78751.
  • Onsite position; local candidates only.
  • Candidate may be required to work evenings, weekends, and holidays when requested.
  • Any work exceeding 40 hours must be pre-approved by HHSC.
  • Travel, parking, per diem, and living expenses are the responsibility of the candidate/vendor unless travel is pre-approved by HHSC.
  • HHSC may require remote work at its discretion, up to 100% of the time.


Contract Terms

  • Expected start date: October 1, 2026
  • Expected end date: August 31, 2027
  • Maximum estimated hours: 2,008 hours per candidate
  • HHSC may exercise up to three one-year renewal options, subject to funding and applicable terms.
  • Position is subject to availability of funding.
  • Maximum bill rate: $127.59/hour.
