Job DescriptionThe
Business Analyst II will support the Texas Department of Public Safety on current DPS projects and priorities. This role facilitates the gathering of themes, epics, user stories, and acceptance criteria, and supports the analysis of existing requirements documentation. The Business Analyst will work directly with project and development teams on initiatives intended to improve agency effectiveness, support compliance with applicable statutes, and enhance service delivery capabilities. This position also facilitates project development and quality assurance discussions related to story point estimation for a predictive level of effort model.
Responsibilities:- Facilitate the gathering of themes, epics, user stories, and acceptance criteria to support current DPS projects and priorities.
- Analyze existing requirements documentation to identify gaps and improvement opportunities.
- Support project and development teams on initiatives to improve agency effectiveness.
- Support initiatives to enhance compliance with applicable statutes.
- Support initiatives to enhance service delivery capabilities.
- Facilitate project development and quality assurance discussions to gather story points for a predictive level of effort model.
- Create themes, epics, user stories, and acceptance criteria according to Agency standards.
- Convert existing use cases into actionable user stories, epics, and acceptance criteria in Jira.
- Analyze existing process documentation and document opportunities to enhance operational effectiveness and efficiency.
- Support the development and implementation of various agency initiatives.
RequirementsMinimum Qualifications:- 4 years of experience in the field or a related field as a senior-level Business Analyst (technical/emerging technology).
- 4 years of experience with a basic working knowledge of Agile project management methodology/practices.
Preferred Qualifications:- 1 year of experience understanding and documenting use cases.
- 1 year of experience with process documentation mapping.
Additional Requirements:- Local candidates only; must currently reside within 50 miles of the Austin, Texas work location.
- May be required to work outside normal business hours (weekends, evenings, holidays) as requested.
- Total hours per candidate shall not exceed 2,080 for the contract period of 09/01/2026 through 08/31/2027.

Schedule: Monday-Friday, 8:00 AM-5:00 PM (normal business hours), excluding State holidays
Work Arrangement: Hybrid - On-Site and Telework
