Job Summary
The Business Analyst will provide business analysis and requirements support for Health & Welfare projects, with a focus on Annual Enrollment, ongoing projects, benefits administration, and plan requirements. The role will analyze complex business requirements, support functional solution design, perform data analysis and validation, define testing scenarios, and collaborate with project and delivery teams to ensure systems and solutions meet documented business and product requirements.

Key Responsibilities
• Define and analyze complex client requirement changes for Annual Enrollment and ongoing projects.
• Analyze business requirements and identify potential issues or gaps that may impact functional solutions and system design.
• Perform complex data analysis and reporting to support business and client decisions.
• Define test scenarios for Systems Acceptance Testing and support Business Acceptance Testing through test case setup, data mining, data mocking, and test execution.
• Participate in validation and testing activities to ensure results meet business, client, and product requirements.
• Perform data and client validations and remediation activities for Annual Enrollment and ongoing projects.
• Perform root cause analysis for issues identified before and after code migrations.
• Collaborate on the development, execution, and transition of interim solutions and requirements.
• Develop training and reference materials for participant services.
• Participate in procedure improvement initiatives.
• Perform Quality Assurance validation checks for Annual Enrollment and ongoing project activities.
• Assist with training, mentoring, and coaching new team members.
• Partner with project delivery and healthcare program teams to understand project goals, milestones, and deliverables.

Required Qualifications
• Bachelor's degree or equivalent industry experience.
• 5-7 years of Business Analysis experience.
• 5+ years of direct experience with Health & Welfare Annual Enrollment.
• 5-7 years of experience in benefits administration, Health & Welfare outsourcing administration, or similar environments.
• Strong ability to analyze complex business requirements and product issues.
• Strong organizational, time management, facilitation, and prioritization skills.
• Strong critical thinking and analytical skills.
• Strong technical skills with the ability to apply technical knowledge to business analysis and problem-solving.
• Strong written and verbal communication skills.
• Ability to develop, follow, and execute documented procedures.
• Advanced proficiency with Microsoft Office applications.
• Ability to balance customer service with sound business judgment.

Preferred Qualifications
• Experience with Agile methodologies.
• Knowledge of end-to-end business process lifecycles and data process flows.
• Knowledge of plan-level provisions and benefits administration processes.
• Understanding of core product mechanics, recordkeeping systems, and applicable regulatory environments.
