Role: Business Analyst - Child Welfare
Location: Salem, OR or Lake Mary, FL
Position: 1
Role Overview:
We are seeking an experienced Business Analyst with strong expertise in Child Welfare systems and state government projects. The ideal candidate will have 5+ years of Business Analysis experience with strong requirements gathering, business process analysis, documentation, and stakeholder communication skills.
Experience with Child Welfare, CCWIS, SACWIS, or similar state government programs is highly preferred. The candidate will work closely with state agencies, Deloitte project teams, developers, testers, and business stakeholders throughout the software development lifecycle.
Key Responsibilities:
• Gather, analyze, and document business and functional requirements from state child welfare stakeholders
• Analyze current state and future state child welfare business processes
• Support business processes covering intake, investigations, foster care, adoption, and case management
• Create detailed user stories, process flows, requirements documentation, and acceptance criteria
• Translate business needs into clear and actionable functional requirements for development and testing teams
• Collaborate with Deloitte project teams, state agencies, developers, testers, and business stakeholders throughout the SDLC
• Facilitate requirements discussions, discovery sessions, and stakeholder meetings
• Support Agile ceremonies and contribute to sprint planning and backlog refinement activities
• Support User Acceptance Testing and validate that delivered solutions meet business requirements
• Work with development and testing teams to clarify requirements and resolve defects
• Support implementation activities and stakeholder communications
• Identify gaps between current and future state processes and recommend appropriate solutions
• Maintain requirements traceability and ensure documentation remains current throughout the project lifecycle
Required Skills:
• 5+ years of Business Analyst experience
• Strong experience gathering, analyzing, and documenting business and functional requirements
• Experience working with state government projects
• Strong experience developing user stories, acceptance criteria, process flows, and requirements documentation
• Strong understanding of SDLC and Agile methodologies
• Experience supporting UAT and defect resolution
• Excellent written and verbal communication skills
• Strong stakeholder management and facilitation skills
• Ability to translate complex business requirements into clear functional documentation
• Strong analytical and problem solving skills
Preferred Skills:
• Experience with Child Welfare systems
• Experience with CCWIS or SACWIS programs
• Experience working with state child welfare agencies
• Understanding of child welfare processes including intake, investigations, foster care, adoption, and case management
• Experience supporting modernization initiatives for state government systems
• Experience working with large scale public sector programs
• Experience with Agile delivery and product backlog management
• Experience working with distributed project teams
• Experience supporting implementation and change management activities
Education Requirement:
Bachelor's degree in Business Administration, Computer Science, Information Technology, Engineering, or a related field preferred. Equivalent professional experience may be considered.
