OverviewGovCIO is currently hiring for Business Analyst with 8 years experience supporting the United States Postal Service (USPS) identifing business problems, gathers requirements, analyzes processes, and ensures technology solutions align with organizational goals. They act as the bridge between stakeholders and technical teams, producing documentation that guides development and reduces rework. This position will be a fully remote within the United States.
Responsibilities
Coordinates with business and technology teams, ascertaining system requirements, such as program functions, output requirements, input data acquisition, and system techniques and controls. Provides technical/functional expertise in identifying, evaluating, developing, and supporting systems. They have the business knowledge and perspective of a particular business and the IT needs of that customer. Requires knowledge of computer system capabilities, business processes, and work flows. May also be functional experts in financial, program control or logistical areas.
- Analyzes business and technical processes to formulate and develop new and modified business information processing systems.
- Interfaces between systems architects/programmers and users located in a specialized area to ensure that information technology designs meet the needs of the end users within an organization.
- Documents product/service requirements and develops test procedures to ensure user requests are carried out.
- Interacts with testing requirements to ensure traceability and test coverage.
- Requires general-logic knowledge of system capabilities without necessarily the ability to program.
Qualifications
Bachlors degree from an accredited College/University in the applicable field of services is preferred.NOTE: If resource does not have a relevant college degree, an additional 4 years of relevant work experience is required.

- Requirements Gathering — Conduct stakeholder interviews, workshops, and process observations to elicit business needs.
- Documentation — Create user stories, acceptance criteria, functional specifications, process flows, and data mapping documents. Maintains system protocols by writing and updating procedures. Provides direction to the development and testing cycles.
- Process Analysis — Analyze current-state workflows, identify gaps, and propose improvements. Analyze, review, and accept the Business Needs Statements BNS, Epics, Features, and User StoriesStakeholder Communication — Facilitate meetings, manage expectations, and communicate project status across business and technical audiences.
- Solution Validation — Support user acceptance testing and verify that delivered solutions meet documented requirements.

- Regression & Verification — Validate fixes and ensure resolved defects meet acceptance criteria.

Knowledge with the following qualifications
- Knowledge/experience with Agile Methodologies
- As Scrum Master backup, assist with Agile ceremonies and release management
- Strong understanding of testing principles, methodologies, and SDLC/Agile.
- Experience with test management and defect tracking systems tools (ALM VersionOne)
- Able to present and communicate at all levels within an organization
- Demonstrated forward thinking skills - Ability to lead as a Critical Incident Manager to restore production applications impacting events. Able to manage multiple IT projects simultaneously.
- Basic SQL knowledge and familiarity with API testing tools like Postman.
Working knowledge (8+ years’ experience) of one of more of the following qualifications:
- Able to present and communication at all levels within an organization Working knowledge of Java, UNIX, and SQL using Oracle DB
