OVERVIEW

Assignment

This full-time Business Analyst 3 assignment will provide support to the IT Internal Business Operations (JZ) tier 2 organization within the Chief Information Office (J) tier 1 organization in the corporate business line of *** (BPA). This assignment will support the IT Demand Management (ITDM) program coordinating workload review processes, developing and managing request intake processes, providing data management and reporting, and decision process support. Additionally, this assignment will provide support to a range of related stakeholders for information needs, process improvement coordination, and future IT Demand Management solution investment planning, such as business case and requirements development coordination.

This assignment requires the ability to identify complex problems and review related information to develop and evaluate options and implement solutions, use logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems, and understand the implications of new information for both current and future problem-solving and decision-making.

Organization

The Office of the Chief Technology Officer reports to the Chief Information Officer (CIO) and advises BPA's top management on enterprise strategy, information and technology strategy, modernization efforts, major initiatives, and interpreting and implementing federal information and technology requirements and policies. The JZ office is responsible for planning, managing, and leading the technology strategy and roadmap for BPA.

ASSIGNMENT RESPONSIBILITIES

Note: All official drafts, documents and recommendations, as listed below, must be reviewed, finalized and approved / accepted by appropriate BPA manager or other federal personnel with the authority to do so.

Provide business analysis and project management coordination support to the ITDM program manager in the JAB org for development of the ITDM program, including the facilitation of BPA-approved processes and priorities tracking.

Provide technical expertise in business analysis, project management lifecycles, and demand-capacity management principles.

Assist the ITDM program manager in the configuration and maintenance of the ITDM Microsoft Project Server settings and SharePoint site to maximize data availability, and socialization and professionalism of the site.

Coordinate and communicate with internal customers to understand and update their workload and resources, helping to structure the work and solve cross-group issues and interdependencies, as well as support them with data entry.

Understand, enter, and manage program data for quality and to facilitate effective reporting.

Learn and administer the ITDM solution tools.

Train and support ITDM solution tool users where needed.

Support development of user-centered documentation and training materials for system, data, and process guidance.

Generate Excel and power BI reports to meet program and stakeholder needs as well as analyze, identify, and present relevant data trends, insights, or issues to be reviewed.

Prepare and facilitate management meetings for work portfolio reviews and decision-making.

Facilitate and document process definition, clarification, and approvals.

Support request intake processes with internal customers to facilitate capture of high-level request and business case details, provide clear communications to customers, and ensure requests are routed, reviewed, and followed up with appropriate processes.

Assist in development and facilitation of ITDM data solution change plans and change within the project, program, service, and organization to integrate new processes, systems, and data modeling requirements as needed.

Collaborate with new and ongoing IT organization and agency-level initiatives and projects that require coordination and integration.

Facilitate and document ITDM program process, data requirements, and business case development to enable the next-generation ITDM solution planning process.

Manage stakeholder interactions via in-person, online, and hybrid meetings.

Mark documents and maintain filing system(s), files, emails, and records in accordance with compliance requirements. Share and disperse documents only to appropriate personnel (those with a Lawful Government Purpose (LGP) to know). Mark and maintain all official records in accordance with the Information Security (INFOSEC) and Information Governance & Lifecycle Management (IGLM) standards and procedures. Validate official records are accurately maintained for auditing purposes.

REQUIREMENTS

Education & Corresponding Experience (required on matrix)

A bachelor's degree in business administration, business management, accounting, computer or data science, organizational development, or a closely related technical field is preferred.

8 years of experience is required with an applicable bachelor's degree.

10 years of experience is required with an applicable associate's degree.

12 years of experience is required without a degree or an applicable degree.

Experience should be consistent with the specific requirements of technical business analysis and information technology and progressively more technical in nature.

Required Technical Skills & Experience (required on matrix)

5 years of experience with project management, project portfolio management, and demand-capacity capabilities.

5 years of experience implementing a demand-capacity capability for concepts, policies, and operational procedures.

5 years of experience conducting work planning and scheduling and related facilitation with internal customers.

Intermediate knowledge of Microsoft Project

Intermediate knowledge of Power BI and Excel

5 years of experience facilitating process development with stakeholders.

5 years of experience with project and change management approaches, tools, and phases of the project.

Preferred Skills & Experience (optional on matrix)

Prior experience with Microsoft Project Server

Knowledge of and proficient skill in applying process/program design and technical/process writing.

Project Management Institute (PMI) Certification (PMP)

Change-Management Professional designation.

Prior experience working in a ServiceNow environment using ITSM, Strategic Portfolio management, and/or Demand Management would be an additional advantage.

Attendance at all conferences, workshops, training, etc. must be pre-approved by SLMO. Requests will be reviewed on a case-by-case basis. SLMO reserves the right to negotiate attendance on billable/non-billable hours and reimbursement of travel costs with the supplier. Reimbursable travel costs must adhere to the Federal Travel Regulations and be submitted via an expense sheet in Fieldglass.
