Northrop Grumman's Defense Systems Sector is seeking an experienced Budgets Manager, M2 Level for the Propulsion Systems & Controls (PS&C) Business Unit, reporting directly to the Business Management Director. This position is an onsite position located at our preferred site in Elkton, MD

The Business Unit Budgets Manager is a key financial partner to business unit leadership, responsible for indirect cost management, budgeting, forecasting, business case development, and financial analysis. This role requires strong collaboration with the Division/Sector rates and budgets teams as well as cross-functional partners. The ideal candidate thrives in a fast-paced, high-growth environment and promotes a culture of ethics, integrity, and continuous improvement.

Roles and responsibilities include, but are not limited to, the following:
  • Serve in a multidimensional capacity, overseeing indirect overhead and base development, conducting variance analysis, preparing forecast updates, and delivering insightful ad-hoc financial analyses.
  • Act as a strategic financial partner to functional leadership, providing expertise in business decision support, indirect cost management, and comprehensive financial analysis.
  • Respond to requests from Rate Segment Leadership, DCAA, and DCMA, ensuring all inquiries are addressed with accuracy and timeliness.
  • Lead and develop a high-performing team by managing talent acquisition, onboarding, workload allocation, workflow prioritization, and providing effective day-to-day leadership.
  • Ensure the Business Unit's adherence to all relevant rate policies, procedures, and internal controls, and proactively educate both financial and non-financial peers on compliance requirements.
  • Foster a collaborative and ethical culture that champions employee engagement, affordability, innovation, and continuous improvement.
  • Build and sustain positive working relationships with both internal and external stakeholders.
  • Support the advancement of business systems and drive continuous improvement initiatives within the Rates & Budgets function.

Basic Qualifications
  • Bachelor's degree with approximately 8 years of experience in business management, finance, accounting, or a related discipline, OR a Master's degree and 6 years of relevant experience.
  • Proven experience in budget management, financial analysis, and team leadership.
  • High level of proficiency with business system tools and MS Office applications.
  • Ability to work onsite in Elkton, MD.


Preferred Qualifications
  • Prior management experience.
  • Experience with Aerospace & Defense rates and budgets.
  • Experience with business systems and analytics tools, including IBM Cognos, Deltek Costpoint, SAP, and business intelligence platforms such as Power BI and Tableau, preferred.


Primary Level Salary Range: $127,100.00 - $190,700.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
