Summary

This position is part of the Defense Microelectronics Activity. The incumbent serves as the advisor to Comptroller leadership on budget formulation, execution, resource allocation, fiscal planning, and funding strategies affecting agency-wide operations

Duties

Help

As a Budget Officer at the NH-0560-4 some of your typical work assignments may include:

  • Serves as the principal advisor to Comptroller leadership on budget formulation, execution, resource allocation, fiscal planning, and funding strategies affecting agency-wide operations.
  • Leads the development, integration, and execution of the agency's budget program, including formulation, forecasting, financial analysis, spend planning, and funding recommendations.
  • Provides executive-level analyses, briefings, and decision-support products to senior leadership on budgetary, fiscal, and resource management matters.
  • Develops budget estimates, funding requirements, projections, and financial models to support strategic planning and mission execution.
  • Ensures compliance with appropriations law, fiscal statutes, Department of Defense financial management policies, and applicable federal regulations.
  • Analyzes financial data, funding trends, and execution performance to identify risks, opportunities, and resource requirements.
  • Oversees the preparation and presentation of budget submissions, financial reports, congressional inquiries, unfunded requirements, and program review documentation.
  • Leads continuous process improvement initiatives to strengthen financial management practices, internal controls, reporting capabilities, and operational efficiencies.
  • Supervises a team of financial management professionals by assigning and evaluating work, establishing priorities, providing coaching and mentorship, and developing workforce capabilities.
  • Exercises supervisory authorities including performance management, leave administration, hiring recommendations, employee development, disciplinary actions, and workforce planning.
  • Coordinates with internal and external stakeholders to resolve complex financial issues and ensure effective stewardship of government resources.
  • Represents the Comptroller organization in meetings, working groups, audits, inspections, and senior-level forums.
  • Performs supervisory and program management responsibilities necessary to support mission accomplishment and organizational objectives.

Qualifications

You may qualify at the NH-04, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the NH-03 (GS-13) grade level in the Federal service as listed below:

  1. Leading budget formulation, execution, and financial management activities for a federal organization.
  2. Advising senior leadership on funding, fiscal law, resource allocation, and budgetary matters.
  3. Developing budget estimates, financial forecasts, and analytical products to support decision-making.
  4. Interpreting and applying appropriations law, federal budget guidance, and financial management regulations.
  5. Supervising personnel, managing workload priorities, and evaluating employee performance.
  6. Preparing and delivering executive-level briefings, reports, and recommendations to senior officials.
  7. Identifying financial risks and implementing corrective actions to improve organizational performance.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

  • McClellan, CA: $139,422 - $181,254
  • Fort Belvoir, VA: $143,913 - $187,093

  • The overall salary range listed above is provided for informational purposes as it represents the full range that is applicable to current employees in this occupation/grade; however, a selectee's initial pay is always set below the maximum rate of the range.
  • Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Agency's interest.
  • Relocation and/or Recruitment incentive may be authorized if determined by the Hiring Manager to be in the best interest of the Agency.
  • Telework is available in accordance with DOD Policy basis. Remote work is not authorized.


ACQUISITION POSITION: This position requires a Defense Acquisition Workforce Improvement Act (DAWIA), Business - Financial Management - Advanced level. Certification prior to hiring is not essential but must be accomplished within 48 months after entry into this position.   • DAWIA (Back to Basics) Certification: NON-CAP: Position requires DoD Acquisition Business - Financial Management, Advanced certification within required timeframes.
