As a Budget Officer at theGS- 0560-14, some of your typical work assignments may include:
- Serves as the principal advisor to the Center Director, Associate Administrator, executive leadership, and senior management on all issues related to disaster appropriations, supplemental funding authorities, budget execution strategies, acquisition funding integration, resource allocation methodologies, and reimbursable program management.
- Analyzes and applies complex, evolving appropriations laws, ensuring budget analyses, funding recommendations, and execution strategies are technically accurate and fully compliant with funding authorities, Office of Management and Budget (OMB) guidance, agency directives, and congressional reporting requirements.
- Represents the Disaster Enterprise in senior-level meetings and delivers expert technical guidance, training, and authoritative budget interpretations to employees, supervisors, program leaders, external partners, and management officials. Advises on disaster appropriations, budget execution requirements, funding procedures, financial controls, acquisition funding coordination, and the implementation of enterprise budget policies.
- Collaborates with executive leadership and program officials to address complex funding challenges, develop long-term financial forecasts, refine enterprise allocation strategies, and conduct strategic fiscal analyses in support of nationwide recovery initiatives and high-level decision-making.

QualificationsGS-14: One year of specialized experience, equivalent to the GS-13 grade level in the Federal service, obtained in either the private or public sector:
These qualifications must be clearly referenced in your resume.- Formulating and executing an enterprise-wide fiscal budget for nationwide operations, including financial forecasts, expenditure projections, and trends analyses to guide strategic funding decisions concerning emergency acquisitions, reimbursable funding, and operational resource utilization; and
- Representing an enterprise at high-level meetings and consultations with the Office of the Chief Financial Officers (CFO), Office of Management and Budget (OMB), senior leadership, procurement officials, and other federal entities on funding requirements, appropriations execution, financial reporting requirements, acquisition funding integration, and enterprise fiscal planning; and
- Developing and reviewing multi-year federal appropriations funding recommendations and execution strategies for multimillion-dollar programs, ensuring technical accuracy, alignment with congressional intent, compliance with fiscal statutes, and support of executive leadership priorities; coordinated with congressional staff and agency leadership to finalize budget allocations and monitor compliance; and
- Developing and implementing enterprise-wide budget execution procedures, fiscal accountability mechanisms, internal financial controls, reporting frameworks, and standardized budget guidance governing disaster appropriations ensuring timely and accurate funding allocations.
