Full Job Description
If selected, you will serve as the Budget Officer for the United States Attorney's Office for the Western District of Washington. You will be responsible for establishing and maintaining an integrated financial management system to include budgeting, accounting, acquisitions, support services/facilities, and financial reporting. Typical work assignments will include: • Assigning work to subordinates based on difficulty of assignments and staff capabilities; • Providing technical guidance, advice, and assistance to the Administrative Officer and the U.S. Attorney in the identification of future resource requirements, and in the planning and development of future budget requirements; • Monitoring and preparing reports on actual and projected Full-Time Equivalent (FTE) allocations; • Controlling administrative and program funds to assure that all issuances are not in excess of latest approved allowances; • Managing the certification of obligations for the District to ensure financial transaction records are accurate; • Preparing annual administrative budgets and operating plans; • Ensuring that all regulatory procedures and guidance are followed in initiating all procurement actions; that funds have been certified as available, and that all required approvals have been obtained and documented; and • Overseeing support services staff that is responsible for providing a broad range of services to the District, to include space management, telecommunications, purchasing supplies, furniture and equipment, inventory, and mail records. Requirements Conditions of employment • You must be a U.S. Citizen or National. • Initial appointment is conditioned upon a satisfactory pre-employment adjudication. This includes fingerprint, credit and tax checks, and drug testing. Continued employment is subject to a favorable adjudication of a background investigation. • You must be registered for Selective Service, if applicable. • If selected, you may be required to complete a one year probationary period. • If selected, you will be subject to the satisfactory completion of a one year supervisory or managerial probationary period unless this requirement has been met previously. • Time-in-Grade: Federal employees must meet time-in-grade requirements within 30 days after the closing date of this announcement. • You must meet all qualification and eligibility requirements within 30 days after the closing date of this announcement and before placement in the position. Qualifications GS-13: To be qualified at the GS-13 level, you must have at least one year of specialized experience equivalent to the GS-12 level in federal service. Specialized experience is defined as experience serving as a financial management expert and developing, planning, implementing, and administering the full spectrum of budget and financial management activities. Examples of specialized experience include: analyzing and evaluating the effectiveness of financial management programs, systems, and operations in meeting established goals and objectives; developing financial policies to facilitate achievement of program goals and objectives; providing recommendations and alternative approaches to improve program plans, budget proposals, costs of operations, and program accomplishments; and providing technical guidance, advice, and assistance to senior management in the identification of future resource and budget requirements.
