Position Title
Budget & Enterprise Risk Manager

Position Summary

The Budget & Enterprise Risk Manager is a leadership position responsible for advancing the institution's financial sustainability, enterprise risk maturity, and governance excellence. Reporting to the Director, Resource Planning & Client Services, this role leads the development and management of the Polytechnic's multi-million-dollar operating budget while overseeing the enterprise risk management framework, contract administration, and insurance programs. The Manager partners with executive and institutional leaders to provide strategic financial analysis, risk insights, and decision support that strengthen accountability, support institutional priorities, and enable long-term organizational success.

Position Responsibilities
  • Lead the development, consolidation, monitoring, forecasting, and reporting of the Polytechnic's annual operating budget.
  • Provide expert financial analysis, budget guidance, and executive-level reporting to support strategic decision-making.
  • Oversee enterprise risk management activities, including risk identification, assessment, mitigation, monitoring, and reporting.
  • Coordinate and enhance the institution's Enterprise Risk Management (ERM) framework, processes, and governance practices.
  • Prepare risk and financial reports for senior leadership, executive committees, and the Board of Governors.
  • Lead institutional financial planning initiatives, forecasting, fee-setting reviews, program costing, and government reporting.
  • Provide leadership and supervision to the Contracts & Insurance team, ensuring effective contract administration and insurance management.
  • Advise leaders on contractual, financial, operational, and governance risks, recommending appropriate mitigation strategies.
  • Support institutional projects and change initiatives by integrating financial, operational, and risk considerations into planning and implementation.
  • Foster a collaborative, high-performing team culture through coaching, mentoring, employee development, and continuous improvement initiatives.


Required Qualifications
  • Bachelor's degree in Commerce, Business Administration, Finance, Accounting, Risk Management, or a related field.
  • Professional risk management designation such as Canadian Risk Management (CRM), Certification in Risk Management Assurance (CRMA), or a related credential.
  • Minimum 10 years of progressive experience in public sector financial planning, budgeting, and enterprise risk management.
  • Demonstrated experience developing and managing complex budgets, financial forecasting, reporting, and analysis.
  • Experience leading enterprise risk management programs, including risk assessment, mitigation, monitoring, and reporting.
  • Proven leadership experience supervising and developing staff and building high-performing teams.
  • Strong analytical, problem-solving, and decision-making skills with the ability to interpret complex financial and risk information.
  • Excellent communication, relationship-building, and stakeholder engagement skills.
  • Ability to manage sensitive and confidential information with discretion, integrity, and sound judgment.


Preferred Qualifications
  • Experience in a post-secondary, public sector, government, or broader public-sector environment.
  • Experience supervising staff in a unionized environment.
  • Experience with contract administration, insurance programs, and organizational governance practices.
  • Experience preparing reports and presentations for executive leadership teams, boards, or governing bodies.
  • Demonstrated success leading cross-functional projects, organizational change initiatives, and process improvement efforts.
  • Knowledge of Public Sector Accounting Standards (PSAS), enterprise risk management frameworks, and best practices in financial stewardship and governance.
  • Experience working with enterprise financial systems, budgeting tools, and business intelligence or reporting platforms.
