This position is the financial business partner to the operations for assigned business areas. It is responsible for managing the annual budget, contributing to the Mid-term Financial Plan, financial planning, reviewing expenditures, preparing purchase requisitions, processing invoices, and overall financial management and coordination for one or more units of the organization.

DUTIES & RESPONSIBILITIES:

ESSENTIAL:
  • Manages the annual budget, amended budget and Mid-term Financial Plan cycles for assigned areas, and prepares Financial Plan requests and amendments to these requests for their assigned areas. Collects information, justifications, analyzes current and previous expenditure information, funding availability, and reasonableness of requests in preparation of the plans or budget. Must maintain all documentation for these requests and participate in presenting requests at internal meetings.
  • Responsible for reviewing expense and capital expenditures on a regular basis, identifying potential problems and making recommendations to management for possible solutions. Prepares, reviews, and analyzes departmental quarterly variances of actual vs. budgeted expenditures and reports results to staff.
  • Advises staff regarding funds availability, budget codes, budget procedures, and preparation of reports.
  • Reviews, prepares and processes purchase requisitions, resulting in purchase orders or contracts, verifies funding availability, funding codes, approvals, and ensures proper policies and procedures are followed. Monitors purchase orders and contracts for need to modify or amend, takes necessary steps to close purchase orders or contracts.
  • Analyzes, researches, issues, and processes invoices for payment. Ensures accuracy, contractual compliance, proper coding, fund availability, and appropriate approvals for payment are obtained. Prepares month and year end accruals.
  • Performs financial analysis and report preparation as required.

QUALIFICATIONS:
  • Bachelor's degree required, preferably in business, accounting, or finance. Relevant Master's degree a plus and may be substituted for one year of required experience.
  • A minimum of five years of experience in budgeting, accounting, and financial analysis for multiple business units. Experience in government, especially transit, is preferred but not required.


KNOWLEDGE, SKILLS & ABILITIES
  • Proficient in basic accounting principles and financial analysis.
  • Proficient with Microsoft Office Suite.
  • Proficient in a large accounting system such as Oracle or Workday
  • Strong interpersonal skills.
  • Ability to communicate effectively, orally and in writing.
  • Ability to use sound judgment.
  • Ability to manage time and workload effectively which includes planning, organizing, and prioritizing with attention to details.
  • Ability to work extended hours when necessary.

Pay Range:
$84,407.00 - $119,224.25 Annual
RTD posts a compensation range that represents a good faith estimate of what RTD anticipates paying for the position at the time of posting. Starting salary is based on the candidate's relevant and verified education, training and work experience.
