Full Job Description
The Street Transportation Department is seeking to fill the position of Budget Analyst II, who will support the preparation, administration, and oversight of the Capital Improvement Program (CIP) and/or operating budget through advanced fiscal analysis, research, and financial review. This position performs complex professional budget work requiring independent judgment and may supervise Budget Analysts I or other fiscal staff. Work is performed under the general supervision of a Department Budget Supervisor, Budget Analyst III, or other supervisor. This classification is distinguished by its higher level of analytical complexity, broader responsibility, and potential for supervision compared to Budget Analyst I.
Responsibilities include and are not limited to:
- Preparing and managing preliminary and final CIP budget estimates.
- Examining budget estimates for completeness, accuracy, and compliance with procedures and regulations.
- Preparing budget summary schedules and departmental budget submissions.
- Reviewing and approving CIP-related documents including SORs, RCAs, PCDs, Recommendations for Award, change orders, and progress payments to ensure sufficient budget capacity.
- Ensuring all Intergovernmental Agreement and Federal Aid financial requirements are met in coordination with the grant accountant.
- Conducting fiscal analysis, research, and prepare reports on special projects as required.
- Assisting with grant tracking and reporting.
- Reviewing and update CIP procedures as part of ongoing process improvement.
- Conducting capital budget meetings with the Management Team and project managers.
- Working closely with project managers across the City to ensure timely payments and encumbrances of Title 34 contracts.
- Providing support and training to Department and Citywide customers.
IDEAL CANDIDATE
Knowledge of:
- Municipal finance, budgeting, and accounting principles.
- Budget preparation practices.
- Spreadsheet and database software, and accounting/financial systems.
Ability to:
- Analyze and interpret research and financial data.
- Prepare clear, well-organized written materials.
- Present ideas effectively in writing and orally.
- Communicate professionally with staff, customers, and stakeholders.
- Perform accurate arithmetic calculations.
- Use calculators, computers, and other keyboard-based devices effectively.
- Prioritize workload and meet deadlines.
- Work cooperatively with staff and the public.
- Prepare, update, and use complex spreadsheets and databases.
SALARY
Pay Range: $76,294.40 - $107,348.80 annually
Hiring Range: $76,294.40 - $102,232 annually

- Lateral transfers occur when there is no change to the last two digits of the pay grade.

MINIMUM QUALIFICATIONS
- Three years of experience in governmental budgetary and finance activities.
- Bachelor's degree in finance, accounting, statistics, or related field.
- Other combinations of experience and education that meet the minimum requirements may be substituted.

PREFERRED QUALIFICATIONS
The minimum qualifications listed above, plus:
- Supervisory experience.
Experience with/in:
- Title 34 contracts and construction contracts.
- Capital and operating budgeting.
- Grants and Intergovernmental Agreements (IGA).
- MS Excel (pivot table, formulas, analysis etc.).
- SAP or equivalent programs.
- Forecasting analysis.
- Delivering training and presentations.
- Revenues and invoicing.
