Full Job Description
Position Overview:

We are seeking an experienced Budget Analyst with a strong background in government financial systems, program budgeting, and contract financial management. The ideal candidate will have at least 5 years of relevant experience and demonstrate proficiency in GFEBS, POM/Planning processes, procurement procedures, and government contract knowledge, including the ability to reconcile GFEBS errors.

Key Responsibilities:
  • Assist in preparing monthly spend plans by Management Decision Package (MDEP) and commitment item.
  • Conduct monthly reconciliations of obligations against Program Budget Guidance (PBG) and spend plans provided by the local Resource Management Office (RMO).
  • Analyze and identify significant execution and cost variances from the budget; recommend corrective actions to the lead or primary program analyst.
  • Reconcile GFEBS errors and discrepancies to ensure accuracy of financial records.
  • Review miscellaneous pay transactions for accuracy and completeness; advise the lead or primary program analyst on findings.
  • Provide advice and guidance to the organization regarding procedural guides and policy directives related to work classification, facility ownership, funding sources, and government contract financial requirements.
  • Process Purchase Requests (PR) and Government Purchase Card (GPC) transactions in accordance with applicable policies and regulations.
  • Support the lead or primary program analyst with budget interpretation and application of financial policies and government contract compliance.
  • Experience with MIPRs
  • Create WBS elements as required / requested
  • Schedule roll-over of WBS Element Structure to next FY
  • Input / adjust PRs in GFEBS as requested
  • Perform Governance, Risk and Compliance (GRC) provisioning actions for GFEBS users when requested by OCCH Resources Division
  • Assist end-users with GFEBS / GRC transactions and research
  • Support DTS LOA creation and mapping to GFEBS

Requirements

Qualifications:
  • Minimum of 4 years' experience in budget analysis or financial management.
  • Proficient knowledge of GFEBS (General Fund Enterprise Business System) including error reconciliation.
  • Experience with Planning, Programming, Budgeting, and Execution (PPBE) process, including Program Objective Memorandum (POM).
  • Experience with Excel analytical functions
  • Understanding of government contracts and related financial requirements.
  • Familiarity with processing Purchase Requests (PR) and Government Purchase Card (GPC) transactions.
  • Strong analytical skills with attention to detail.
  • Ability to interpret and apply financial policies, procedural guides, and contract compliance.
  • Excellent communication and coordination skills.
  • Ability to work independently and as part of a team.

Preferred Qualifications:
  • Experience working in a military or government resource management environment.
  • Extensive knowledge budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute assigned budget in support of the mission, structure, goals, work processes, and programs of assigned activities/organizations and skill in applying this knowledge to difficult and complex work assignments.
  • Knowledge of automated data processing software programs and capabilities used to accomplish budget/funding tasks.
