Summary

The position(s) covered by this vacancy announcement is in the Department of Defense (DoD) Acquisition Workforce Personnel Demonstration Project (AcqDemo). For more information please see: AcqDemo.

This position is being filled under AcqDemo Direct Hiring Authority (DHA).

This position is part of the Defense Microelectronics Activity, Defense Microelectronics Activity. The incumbent will be responsible for managing and analyzing highly complex, multi-year reimbursable program funding.

As a Budget Analyst at the NH-0560-3 some of your typical work assignments may include:

  • Serves as Senior Budget Analyst responsible for the overall administration and direction of the budgets and accounting processes.
  • Applies knowledge of the PPBE system, steering the development and defense of the Program Objective Memorandum (POM) to secure critical program funding.
  • As the program's financial authority, uses expert knowledge of the Financial Management Regulation (FMR), Federal Acquisition Regulation (FAR), and DFAR Supplement to support key decision recommendations.
  • Provides strategic oversight for all aspects of the Planning, Programming, Budgeting, and Execution (PPBE ) process as it relates to RDT and E funding and Reimbursable Authority.
  • Prepares budgetary reports, PowerPoints, and other deliverables in preparation for budget briefings.
  • Monitors, reviews, and analyzes the execution of approved budgets and program activities to optimize issuance of funding documents to meet mandated benchmarks and established program goals.
  • Tracks all active funding for allocation, obligation, and expenditure of funds. Extracts data from various systems to make financial recommendations and prepare and execute briefings.

Qualifications

You may qualify at the NH-03, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the NH-02 (GS-11 equivalent) grade level in the Federal service as listed below:

  1. Executing complex reimbursable programs and agreements, reimbursable financial management principles, appropriations, support agreements, and cost recovery methodologies.
  2. Analyzing financial data, identifying trends and discrepancies, evaluating risks, and developing recommendations to support sound financial management and organizational decision-making.
  3. Resolving complex funding and reimbursement issues, ensuring compliance with Federal fiscal law and financial management regulations.
  4. Establishing and maintaining effective working relationships with internal and external stakeholders.
  5. Communicating complex financial information written and orally.


Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

  • The overall salary range listed above is provided for informational purposes as it represents the full range that is applicable to current employees in this occupation/grade; however, a selectee's initial pay is always set below the maximum rate of the range.

  • Relocation and/or Recruitment incentive may be authorized if determined by the Hiring Manager to be in the best interest of the Agency.

ACQUISITION POSITION: This position requires a Defense Acquisition Workforce Improvement Act (DAWIA) Business - Financial Management Practitioner level. Certification prior to hiring is not essential but must be accomplished within 60 months after entry into this position.   • DAWIA (Back to Basics) Certification: NON-CAP: Position requires DoD Acquisition Business- Financial Management, Practitioner level certification within required timeframes. FINANCIAL MANAGEMENT: Selectee or incumbent must be able to obtain the appropriate certification level for their position. This is a Financial Management Level 2 Certified position. IAW Public Law 112-81 and DoD Policy the incumbent shall comply with the requirements of DoD FM Certification program within the allotted timeframe. Only experience and education obtained by the closing date of this announcement will be considered.

This position is subject to an initial drug screening, and random testing thereafter. A negative drug test result must be received by HR within 30 calendar days after the EOD (i.e., start date). The selectee's inability successfully pass; or refusal to conduct the test may result in: 1) the tentative or FJO being withdrawn during the recruitment process; or 2) subsequently being removed from Federal service for failure to meet a condition of employment.

You may be required to sign a "Drug Test Statement of Understanding" if you are selected for this position.
