Summary

This position is located in the Department of Health and Human Services, Substance Abuse and Mental Health Services Administration, headquartered in Rockville, Maryland.

WHAT YOU'LL BE DOING DAY TO DAY

As a Budget Analyst you will:

- Formulate and develop future budgetary requirements for the complex mechanisms of support, using historical data, trend analysis and relevant funding patterns of the Center/Office.

- Track commitments and obligations against the original and revised budgeted amounts consistent with each financial planning level; establish and modify funding distribution and spending levels at multiple organizational levels.

- Prepare background material concerning the Center/Office for use in briefing to officials scheduled to appear before Congressional appropriations committees or other oversight groups.

- Review, analyze, and edit budgetary estimates and requests for allotments submitted by managers for accuracy of technical treatment and format, mathematical accuracy, adequacy of supporting narrative justification, and conformance with budgetary policy and guidelines.

- Conduct periodic reviews of accounting data, verify that obligations are appropriate and that accounts and object class codes are being assigned appropriately.

- Provide advice and recommendations on all aspects of budget to Center/Office program officials and managers.

WHAT WE ARE LOOKING FOR

GS-11

Minimum Qualifications: You must have one-year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-09 grade level in the Federal service performing ALL of the following:

- Assisting with the formulation of federal budgets by analyzing program funding requirements and preparing budget estimates.

- Supporting budget execution activities by monitoring obligations and expenditures and preparing financial reports.

- Conducting financial analysis and preparing briefing materials to support management decision-making.

OR

Have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree in a field that is directly related to the duties of this position; or LL.M, if related.

OR

Have a combination of graduate education and experience, as described above that meets 100% of the requirements.

GS-12

Minimum Qualifications: You must have one-year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-11 grade level in the Federal service performing ALL of the following:

- Supporting federal budget formulation by analyzing funding requirements and preparing estimates and justification materials. Reviewed funding requests for accuracy and compliance with appropriations guidance and organizational.

- Assisted with budget execution by monitoring obligations and expenditures and preparing financial reports. Reconciled financial data and identified potential fiscal risks affecting execution.

- Conducting financial analysis and coordinated with program offices and leadership staff to resolve funding issues and respond to data calls. Prepared briefings and written communications to support management decisions.
