Summary

The primary purpose of this position is to serve as the Senior Budget Analyst responsible for performing the total spectrum of programming, budgeting, execution, and review of the multi-year/multi-appropriation budget in support of the A2 Field Support Office (FSO).

**Salary ranges include local market supplements.**

  • Execute/monitor/oversee the receipt, distribution, and administration of all funds issued to the FSO, to include multi-year funding program allotments, allowances, and obligation authorities.
  • Provide independent quick reaction analysis and prepare and staff status reports of the FSO Enterprise budget and operation.
  • Perform supervisory personnel management responsibilities.
  • Serve as an advisor to the Director of Resource Management on matters pertaining to fiscal law, funding and purchase strategy, and funding resources within the FSO Enterprise.

Qualifications

This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of the Federal budget process and the DoD Planning, Programming, Budgeting and Execution System (PPBES) with expert knowledge of budget execution and fiscal law is required to serve as senior budget analyst and advisor to the Director of Resource Management on financial matters pertaining to budget execution and financial management. Thorough knowledge and skill in analyzing budgetary relationships and developing recommendations for budgetary actions (e.g. requesting allotments or reprogramming funds) under conditions of time pressure and uncertainty due to short and rapidly changing program and budgetary deadlines and objectives; gaps and conflicts in program and budgetary information; lack of predictive data; conflicting program and budgetary objectives; and changing guidelines for the work. Detailed knowledge and skill in developing and comparing alternative budget and program actions required in determining and defending optimum approaches to financing agency operations and programs. High degree of skill in applying knowledge of review and analyze data trends; identify discrepancies; present and recommend budget adjustments and management controls. Comprehensive knowledge and skill of automated data processing concepts and systems capabilities to accomplish assigned budget functions. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Comprehensive knowledge of the Federal budget process and the DoD Planning, Programming, Budgeting and Execution System (PPBES) with expert knowledge of budget execution and fiscal law is required to serve as senior budget analyst and advisor on financial matters pertaining to budget execution and financial management.
  2. Comprehensive knowledge of the concepts, principles, practices, laws, and regulations which govern appropriated funds operations is required to plan, develop, coordinate, execute and evaluate the integration of all phases of the budgetary process and to formulate and implement effective and efficient budgetary plans, programs, and policies.
  3. Expert knowledge of and extensive experience with missions, functions, goals, objectives, work processes of sensitive activities within the Intelligence community as well as Military Intelligence Program funds.
  4. Expert knowledge of and extensive experience with security guidelines and requirements for maintaining and protecting classified information and sensitive activities within the Intelligence community as well as Military Intelligence Program funding guidelines.
  5. Expert knowledge of and extensive experience with financial systems utilized by the Air Force such as Automated Business Services System (ABSS), General Accounting and Finance System (GAFS/BQ), Defense Travel System (DTS), Wide Area Work Flow (WAWF) is required.
  6. Ability to communicate effectively both orally and in writing to justify, defend, present and/or advise on budgetary processes, actions, and statuses.


CONDITIONS OF EMPLOYMENT CONTINUED:

  • Position is designated special-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.
  • Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • This is a Financial Management Level 3 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program. Individual selected to this position with a Level 2 certification shall have two years to become Level 3 certified.


PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ADDITIONAL INFORMATION:

This position is a Defense Civilian Intelligence Personnel Systems (DCIPS) position implemented under Section 504, Title V of Public Law 99-569, Intelligence Authorization Act for Fiscal Year 1987, as codified in Sec 1601, Chap 83 of Title 10 United States Code which sets forth Air Force policies and procedures for DCIPS. This position is in the Excepted Service.

Summary Continued: This is a multi-service staff assignment within the scope of the Office of the Secretary of Defense under the USAF Deputy Chief of Staff, Intelligence, Surveillance and Reconnaissance. Serves as a principle contact on FSO budget execution questions and issues. Responsible for performing work in all aspects of the Planning, Programming, Budgeting and Execution (PPBE) cycle for the FSO Enterprise with primary responsibility in the Execution phase. Incumbent works in coordination with the FSO Director of Resource Management in the preparation and presentation of the budget and as lead analyst for budget execution of the FSO's multi-year budget. Incumbent develops guidance, policies and procedures for execution of the budget, reports on budget execution, justifies and defends resource requirements, and reviews and interprets congressional language to determine impact on the execution of currently available funds, future appropriations and budget submissions.
