Summary

This position is located in Division of Strategic Technology and Enterprise Portfolio Governance. This job opportunity announcement may be used to fill additional vacancies within the agency.

Duties

Help

The successful candidate will perform the full range of Branch Chief duties.

Such duties include but are not limited to:

  • Leads agencywide IT governance activities, including demand intake, requirements collection, portfolio coordination, and facilitation of structured decision-making for IT investments.
  • Oversees planning, scheduling, and execution of governance board operations, including preparation of materials, documentation of decisions, and tracking of actions and follow-ups to ensure accountability.
  • Supports compliance with federal IT requirements by implementing Capital Planning and Investment Control (CPIC) processes, maintaining governance artifacts, and ensuring alignment with federal mandates and audit needs.
  • Coordinates across Enterprise Architecture, Strategic Vendor Management, and with other office divisions to ensure integration of governance processes and clear communication among stakeholders.
  • Manages Branch operations, including resource allocation, priority setting, workforce supervision, performance management, and contractor oversight, including the Contracting Officer Representative (COR) responsibilities.
  • Ensures approved IT initiatives transition effectively to execution by facilitating prioritization, sequencing, scheduling, and monitoring of portfolio performance and reporting.

Qualifications

In order to qualify for this position, Applicants must have one year of specialized experience equivalent to the GG-14 level or equivalent experience in the private or public sector.

SPECIALIZED EXPERIENCE is defined as: experience applying IT governance principles and frameworks, including Capital Planning and Investment Control (CPIC), enterprise IT portfolio management, and related governance processes to support organizational decision-making; interpreting and applying Federal IT laws, regulations, policies, and guidance, including the Federal Information Technology Acquisition Reform Act (FITARA) and Office of Management and Budget (OMB) directives; analyzing and presenting complex technical and business information to inform organizational decisions; coordinating IT governance processes and facilitating structured decision-making among multiple stakeholders; leading projects and supervising staff; and communicating effectively with technical and non-technical audiences.

Individuals must have IT-related experience demonstrating each of the four competencies listed below.

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.


The ideal candidate will be able to demonstrate the following:

  1. Possess a high degree of expertise, including hands-on experience managing and leading efforts to gather, consolidate, and analyze IT needs and facilitates governance processes that supports evaluation, prioritization, and oversight of IT investments to meet compliance with FITARA, OMB, CPIC and other federal requirements.
    (Example: Describe job related experience and training which demonstrates your leadership experience in gathering, consolidating, and analyzing IT needs to support the agency's mission and associated governance processes. Describe your ability to accomplish objectives as planned and within established funding levels and timelines for IT activities.)
  2. Ability to effectively monitor portfolio performance and support reporting on IT investments and initiatives.
    (EXAMPLE: Describe specific experience, training, and accomplishments which demonstrate your ability to effectively monitor IT portfolios and investments that meet compliance with federal standards to include the identification of gaps, inefficiencies in governance processes, and implement improvements.
  3. Knowledge of Federal and/or private sector project management and contracting practices.
    (Example: Describe specific experience and training which demonstrates your knowledge of project management and contracting techniques and your ability to accomplish project objectives and procurements as planned and within established funding levels. Describe positions you have held while gaining project management and contracting experience. Describe specific projects or programs where you have served as a project lead, senior technical member, or as the Contracting Officers Technical Representative. Provide examples of your experience that demonstrates your ability to manage full life cycle projects from developing project specifications/objectives to implementation, operation and ongoing support.
  4. Skill in effectively communicating and presenting information, ideas and advice in a clear, concise and logical manner.
    (Example: Describe specific experience, training, and accomplishments which demonstrate your ability to: (1) use informal and formal networks to build support for programs; (2) to lead complex discussions and consolidate complex and diverse opinions into concise, balanced and well-founded recommendations; (3) to establish effective working relationships with subordinates, supervisors, peers, and government and industry officials; and (4) to develop and implement successful approaches to problem solving and conflict resolution.   5. Ability to direct, lead, and manage a technically diverse staff in critical programs with competing deadlines and conflicting resource demands.

A transferable security clearance from another agency or a background investigation leading to a clearance is required for all new hires. To begin work at the NRC without a security clearance, you must be granted a temporary waiver of the required clearance, referred to as a 145(b) waiver. To be eligible for a 145(b) waiver you will need a favorable education verification, reference, credit, and criminal history checks. If a waiver is granted, the successful completion of a background investigation and favorable adjudication is required for continued employment.

If you have resided outside the U.S. for an extended period of time, the agency may not be able to (1) grant the 145(b) waiver where the required investigation cannot be completed in a timely manner, or (2) achieve timely completion of the background investigation required for a security clearance.
