RESPONSIBILITIESBids and Tenders Response- Project manage tender submission with sales, marketing, Corporate Account leaders and relevant functional partners to ensure effective submission, ongoing communication with state health board contract officers.
- Conduct Risk Assessment for input into Bid/No-bid decisions
- Establish project plans, time schedules and manpower planning
- Establish bid stakeholders, document structure and response strategies with external customer and key internal partners
- Issue enquiries, terms for all required goods, systems and services; verify technical compliance with tender and compile deviation lists, technical specifications & other technical bid documents
- Compile commercial bid in cooperation with commercial analyst and management.
- Arrange for cross-check of terms by Legal Services
- Initiate and compile the required documentation for Executive Briefing and Approvals
- Creating accurate written responses, developed in conjunction with subject matter experts to deliver high quality proposals ensuring Brand Value Proposition is clearly articulated in tender responses
- Manage Bid clarifications and negotiations with customers
- Lead & manage contract award with commercial & legal including T&C negotiations with customers, award notification, award impact statements.
- Adopting contract management system + utilization of Enterprise System (eg ICD)
- Facilitate & manage the creation of a state profile initiative document / publication.
Contract Management - Execute commercially relevant contract terms such as pricing reviews, market share commitments with the customer
- Collaborate and deliver seamless transition of contract responsibilities to Commercial Analysts post award for pricing and commercial compliance tracking
- Co-build Award implementation plans.
- Participate and share insights within contract review and performance activities
- Provide contractual information to Supply Chain and commercial partners to help optimize delivery of contract commitments and customer obligations.
Pre-Tender - Preparation of strategic advice / briefing papers in advance of a tender release, including customer and business unit strategy development, projections of resources and expertise engagement
- Proactively initiate pre-tender phase (Discover Phase) with sales, marketing, SCG and external contract officers (e.g. performance reporting and analysis, market intel, workshops for option generation, scenario planning)
Customer engagement - Procurement, Officers, and Category Managers - Establish & contribute to develop a contract stakeholder map & engagement plan
- Attend tender briefing & de-briefings
- For tier 3 and 4 customers, lead Procurement discussions on contract T&C negotiations and first line execution of price reviews.
Desirable:- Preferred minimum education: Degree in a business
- Preferred area of study: Business, Science, Marketing, Procurement
- Preferred related industry experience: Procurement / legal / commercial, minimum 5 years business experience
Knowledge and Experience: - Experience in a complex commercial role with stakeholder management exposure.
- Knowledge of procurement, legal or healthcare is an advantage.
