Full Job Description
Amida Technology Solutions is seeking a Bid & Proposal Manager. As a key member of the Business Development team, the successful candidate will proactively lead proposal preparation, content development, and submission activities (per Amida's response development lifecycle), and will routinely collaborate with subject matter experts (SMEs) and senior leadership. This role will report to the Director of Content & Capture. The ideal candidate will be motivated by the opportunity to support public agencies, nonprofit organizations, and private companies in transforming their data into actionable insights. Preference will be given to candidates able to work a hybrid schedule in our Washington, DC office.

What you will do:
  • Write, validate, and manage content in support of responses that incorporate Amida project experience and product lines, to include the development of resume and net-new red team technical content for SME review
  • Lead the proposal management lifecycle from pre-work (capture), through proposal development (e.g., fully annotated outline, compliance matrix, calendar, solution storyboard, and kickoff decks) and submission, to post-award service delivery transition
  • Define and manage stakeholder roles and responsibilities across a multi-departmental response team (which includes solution architects, SMEs, and Amida leadership) to transform our competencies and past performance into compliant proposal content
  • Facilitate solutioning activities (e.g., technical storyboards, roster development, reference packages, and subcontractor documentation) throughout the proposal lifecycle
  • Lead internal red, gold, and prototype reviews to ensure effective progression in accordance with proposal response timelines and compliance requirements
  • Support pricing tasks (e.g., price-to-win analyses) and "green team" review activities
  • Support post-submission activities, including clarification requests, BAFO, orals preparation, and development of lessons learned documentation
  • Store, metadata tag, and maintain proposal content and reference materials within Amida's knowledge base for reuse and consistency
  • Other duties as assigned

Required Education:
  • Bachelor's degree in Communications, English, Business, or related field

Required Experience:
  • At least five years of experience in bid and proposal management within a federal or state government contracting environment
  • Experience in the parallel development, management, and leadership of multiple complex data-centric federal and state procurement responses
  • Experience in the navigation of industry-leading procurement sites, such as SAM.gov, GovWin, and GSA eBuy
  • Experience and training in proposal management methodologies (e.g., APMP, Shipley)
  • Experience developing, validating, and delivering compliant documents based on federal and state procurement requirements
  • Experience in (and comfort with) business partner communications and management of external response stakeholders
  • Proven experience in the application of AI tools (e.g., ChatGPT, Claude) to expedite content creation and baseline response population through repository-developed reference material
  • Experience in the use of AI to evaluate compliance, scoring, and overall responsiveness throughout the RFX lifecycle using effective prompt development

Required Skills:
  • Proven ability to proactively lead multiple highly differentiated proposal responses with overlapping deadlines
  • Ability and understanding to derive and develop original technical and non-technical content in collaboration with solution architects and SMEs
  • Familiarity with Federal Acquisition Regulations (FAR), state/federal procurement rules, and procurement portals
  • Expertise in project, timeline, and stakeholder management to complete tasks and milestones on time and within budget
  • Excellent organizational, time management, prioritization, communication, and decision-making skills; exquisite attention to detail
  • Advanced expertise with artifact development (e.g., graphics and templates) using proposal management tools such as SharePoint, Microsoft Office Suite (to include MS Project), and Adobe Illustrator
  • Commitment to quality; strong written, verbal, and collaborative communication skills
  • Aptitude and interest in obtaining an in-depth knowledge of Amida solutions and value proposition

Preferred:
  • APMP or other relevant certification
  • Master's degree in Communications, English, Business, or related field
