Job Duties and Preferred Qualifications:

The City of Virginia Beach Department of Human Services is seeking to hire a qualified candidate to serve as a Clinical Supervisor for the Adult Outpatient Services program which provides services to adults with mental health, substance use and co-occurring disorders.

The ideal candidate will be licensed with the Virginia Board of Counseling as a LCSW, LPC, or LCP; experience working clinically with adults with mental illness, substance use and or co-occurring disorders, experience conducting individual and group therapy, supervisory experience supervising staff for clinical needs in a Behavioral Health setting, documented experience with substance abuse treatment modalities and working with and as a part of an interdisciplinary team.

Duties:
  • Serve as a clinical supervisor of Adult Outpatient Services, (Pembroke 6 and Magic Hollow) which provides services to clients with mental health, substance use and co-occurring disorders.
  • Provide clinical supervision and administrative support to staff.
  • Meet with clients experiencing difficulties related to services and works within the unit and with other units to get clients into the level of care needed.
  • Handle client complaints and completes Incident Reports.
  • Review and process transfers, referral requests, and makes recommendations for best place for service delivery.
  • Develop and maintain clear, quantified service plans, individualized to client problem/needs, goals and objectives in format approved by Quality Assurance Department.
  • Assist in the development of groups and services for traditional outpatient services.
  • Complete QA reviews to ensure quality of care and compliance with established standards.
  • Carry a clinical caseload of group clients and provides a high-level clinical service to adult BH clients, to include ongoing assessment of clients, crisis intervention as needed, group, individual and family counseling.
  • Report all clinical and administrative functions via client records and computer/paper reporting mechanisms.
  • Meet with staff providing guidance and training in clinical service planning and delivery. Assure that staff receive appropriate training, ongoing supervision, and monitoring of documentation of billing information.


Work Schedule: Monday - Friday, 8:00 am - 4:30 pm

Must be licensed with the Virginia Board of Counseling Professional licensure as a Licensed Clinical Social Worker (LCSW), Licensed Professional Counselor (LPC), Licensed Clinical Psychologist (LCP)is required for this position.

**Hiring bonuses shall only be for new hires of original employment or reemployment as defined in Human Resources Policy No. 5.0.
  • $1,000 will be awarded in the first paycheck.
  • $1,250 will be awarded upon completing the six (6) month interim performance evaluation with an overall rating of "Meets Expectations".
  • $1,750 will be awarded upon completing the employee's one (1) year probationary period and a performance evaluation with an overall rating of "Meets Expectations".

  • Experience conducting chart reviews/audits.
  • Experience monitoring team service delivery and productivity.
  • Experience supervising staff for clinical needs in a Behavioral Health setting to include writing performance evaluations.
  • Documented experience with substance abuse treatment modalities.
  • Experience developing treatment plans for adults with mental health disorders.
  • Experience working clinically with adults with mental illness, substance use and or co-occurring disorders.
  • Experience in conducting individual and group therapy.
  • Experience working with and as a part of an interdisciplinary team.

Minimum Requirements:

Minimum Qualifications: Requires a four (4) year degree in a human services field (such as psychology, behavioral or mental health, special education, social work) and seven (7) years' experience utilizing the required knowledge, skills, and abilities and associated with such positions as clinician, therapist, counselor, social worker, psychologist, or psychiatric nurse OR experience equivalent to eleven (11) years in fields utilizing the required knowledge, skills, and abilities and associated with these positions. Must have a current and valid DMV driver's license.

Special Requirements: Must be licensed with the Virginia Board of Counseling Professional licensure as a Licensed Clinical Social Worker (LCSW), Licensed Professional Counselor (LPC), Licensed Clinical Psychologist (LCP)is required for this position. All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies.
