Job SummaryJob DescriptionOverviewThe City of Dallas is seeking a detail-oriented Benefits Manager to oversee the administration of employee benefits programs for approximately 23,000 participants, including active employees and retirees. This role emphasizes operational excellence, participant experience, and seamless benefits delivery through Workday and other HRIS platforms.
Working collaboratively, you will partner with budget, contracts, executive, and wellness teams to ensure benefits programs are accurate, compliant, and user-friendly.
Essential Functions1 Administer health, dental, vision, life, disability plans for self-insured and fully insured programs
2 Manage benefits enrollment, tracking, and reporting through Workday
3 Maintain accurate participant records and ensure data integrity
4 Prepare benefits reports to support organizational decision-making
5 Lead electronic open enrollment and benefits education initiatives
6 Provide clear, user-friendly guidance to participants, addressing inquiries promptly
7 Design communication strategies that simplify complex benefits information
8 Partner with budget teams to support billing reconciliation and cost management
9 Coordinate with contracts teams on vendor management and procurement activities
10 Collaborate with wellness teams to integrate benefits with health initiatives
11 Ensure compliance with federal and state regulations, including COBRA, HIPAA, and ACA
12 Maintain electronic records in line with organizational and regulatory requirements
13 Assist executive leadership with benefits initiatives and planning
14 Identify opportunities for process improvements and efficiency enhancements
15 Escalate complex issues with recommendations for resolution
Knowledge, Skills, and Abilities- Strong understanding of benefits compliance and electronic records management
- Proficiency in electronic benefits administration systems and reporting tools
- Advanced Microsoft Office skills, particularly Excel
- Proficiency with Workday or similar HRIS platforms
- Knowledge of self-insured and fully insured plan administration

MINIMUM QUALIFICATIONSEDUCATION- Bachelor's degree in Human Resources Management, Business/Public Administration or Social Science field.
EXPERIENCE- Five (5) years of hands-on benefits administration experience
AND- Three (3) years of management/supervisory responsibilities
EQUIVALENCIES- High school diploma or GED plus nine (9) years of the required experience, including three (3) years of the stated management/supervisory responsibilities will meet the education and experience requirements.
- Associate degree in any field plus seven (7) years of the required experience, including three (3) years of the stated management/supervisory responsibilities will meet the education and experience requirements.
- Bachelor's degree (or higher) in a non-specified field plus seven (7) years of the required experience, including three (3) years of the stated management/supervisory responsibilities will meet the education and experience requirements.
PREFERRED QUALIFICATIONS- Professional certifications (CEBS, PHR, SHRM-CP, or similar).
- Experience managing large-scale benefits programs (10,000+ participants).
- Background in public-sector benefits administration.
- Knowledge of integrating wellness programs with benefits platforms.
Salary Range$85,176.00 - $106,475.20
